During the Independence Day weekend, the California Highway Patrol conducted a Maximum Enforcement Period to ensure the safety of all Californians. The statewide statistics from this effort are as follows:

  • Over 1,600 arrests, with over 1,300 being DUI-related
  • Nearly 30,000 citations issued, including over 17,000 for excessive speed
  • Over 600 citations for drivers exceeding 100 miles per hour
  • Nearly 1,000 seatbelt violations cited
  • Over 1,900 distracted driving citations issued

Great job to all CHP areas that worked tirelessly to keep California safe this Independence Day weekend. Even when it’s not a Maximum Enforcement Period, let’s continue to work together to make responsible choices: drive sober, avoid distractions, follow speed limits, and always buckle up. 6’7″ felon charged with attempted murder, multiple gun crimes

A freeway shooting suspect is in custody and a firearm has been recovered after a road rage incident on the San Francisco – Oakland Bay Bridge (SFOBB) early Monday morning, July 1, 2024. The suspect was identified through one of the newly installed high-tech “Flock” cameras, which provide law enforcement with real-time information and alerts to identify and locate vehicles associated with criminal activity. California Governor Gavin Newsom announced the purchase of the cameras as part of the state’s ongoing public safety investments and work in the East Bay to combat criminal activity and freeway violence.

“Through new state-of-the-art technology and the deployment of officers, California is doubling down in our efforts to keep our communities safe. I thank the California Highway Patrol and allied agencies for their persistent work to secure accountability in this case and help ensure that Californians are safe and secure,” said Governor Gavin Newsom.

“The CHP is excited to have this new technology located on freeways in the Bay Area,” said Commissioner Sean Duryee. “Our investigators will utilize this technology to identify and apprehend those who engage in criminal activity and put California’s motorists at risk.”

On Monday, July 1, 2024, at approximately 6:40 a.m., officers assigned to the CHP’s San Francisco Area office were dispatched to a call of a freeway shooting on westbound Interstate-80, just west of the Treasure Island on-ramp. Officers were advised, the victim in the incident was not struck by the bullet; however, she received lacerations from flying glass inside the vehicle. The victim was able to safely exit the freeway, into the city of San Francisco, where he was met by officers and paramedics.

Detectives from the CHP’s Golden Gate Division Special Investigations Unit (SIU) responded to the scene and spoke with the victim, who mentioned the shooting took place following a merging conflict on the Treasure Island on ramp. A description of the suspect vehicle was obtained, allowing detectives to begin a review of Flock camera data. Detectives quickly identified the suspect vehicle and obtained a license plate number, which allowed them to issue a “Be on the lookout” (BOLO) broadcast to Bay Area law enforcement agencies.

At approximately 10:20 a.m., Contra Costa County Sheriff’s deputies located the vehicle traveling on 7th Street near Pennsylvania Avenue in Richmond and conducted an enforcement stop. The driver, 42-year-old Adrian Martinez Emerson of San Pablo, Calif., was detained and turned over to SIU detectives for questioning. A search of Emerson’s 2016 Honda Accord resulted in the recovery of a pistol believed to have been used in the shooting.

Emerson was subsequently booked into San Francisco County Jail on felony charges of attempted murder, assault with a firearm, and discharging a firearm from a vehicle.

According to localcrimenews.com, the six-foot, seven-inch, 170-pound Emerson is Black and was previously arrested by Richmond Police in 2014 on felony parole violation while he was an Antioch resident. No additional information could be located from an online search about Emerson’s previous conviction.

According to the San Francisco Sheriff’s Office, he is being held on no bail and is also include discharge of a firearm at an inhabited enclosure or vehicle, possession of firearm with prior conviction and by a felon, assault with a semi-automatic firearm, carrying a loaded firearm when not the registered owner, possession of ammunition, having a concealed firearm in a vehicle and carrying a loaded firearm. His court date has not yet been set.

SACRAMENTO, Calif. – The California Highway Patrol (CHP) announced today more than $25 million in grant funding to 102 California law enforcement agencies, crime laboratories, local government agencies, and nonprofit organizations to help address the dangers of driving under the influence of alcohol and/or drugs.

The grants are the result of Proposition 64, the Control, Regulate and Tax Adult Use of Marijuana Act, which tasked the CHP with administering grants for education, prevention, and enforcement programs to help communities combat impaired driving. Money is also available to crime laboratories conducting forensic toxicology testing. Funding for the grants comes from a tax on the sale of cannabis and cannabis products sold in California.

“The substantial increase in the amount of grant funds being dispersed this year to even more recipients will help make California’s roadways safer for all who use them,” said CHP Commissioner Sean Duryee. “The funds will be allocated to enhance traffic safety by educating the public about the dangers of impaired driving, conducting enforcement operations to remove impaired drivers from the roads, and advancing research on this critical issue.”

Eighty-two recipients of law enforcement grants will use funds to address impaired driving within their communities. In addition to traditional impaired driving enforcement, funds will also be used for drug recognition evaluator training to enhance their respective agency’s ability to detect drug-impaired drivers. Additionally, funding will allow for public outreach campaigns, including educational presentations and community events.

Red, White and Blue Lights: Drive safe during CHP Independence Day weekend Maximum Enforcement

SACRAMENTO, Calif. –In preparation for the Independence Day holiday, the California Highway Patrol (CHP) is launching a statewide enforcement effort aimed at keeping the public safe on our roads. With unsafe speed being the main contributor to crashes in California, the CHP will focus on speed control and promoting safe driving practices throughout the holiday weekend.

“Speeding isn’t just breaking the law – it’s putting lives at risk. Every additional mile per hour reduces a driver’s reaction time and increases the severity of a crash,” said CHP Commissioner Sean Duryee. “We’re asking the public to choose safety over speed to ensure everyone gets home safely.”

To help keep the roadways safe, the CHP will initiate a statewide Maximum Enforcement Period (MEP) beginning at 6:01 p.m. on Wednesday, July 3, continuing through 11:59 p.m. on Sunday, July 7. During this extended holiday weekend, all available CHP officers will be on patrol to encourage safe driving and assist motorists when needed.

Last year during the Independence Day MEP, 68 people were killed in crashes throughout the state. Tragically, nearly half of the vehicle occupants killed in a crash within CHP jurisdiction were not wearing a seat belt. Additionally, CHP officers made 1,224 arrests for driving under the influence during the 102-hour holiday enforcement period. This equates to an average of one DUI arrest every five minutes.

Keep yourself and others safe by designating a sober driver or using public transit or a ride-share service. If you see a driver who seems impaired, call 9-1-1 right away. Be prepared to give the dispatcher details about the vehicle, including license plate number, location, and direction of travel. Your call could save a life.

“The safety of the public is our top priority. Slow down, drive responsibly, and ensure you and your loved ones reach your destination safely,” added Commissioner Duryee.

Man dies in possible suicide solo vehicle crash near Brentwood

Early Sunday morning, June 16, 2024, at approximately 1:12am, CHP was notified of a solo vehicle crash on Sunset Road west of Sellers Avenue.

A brown GMC pickup, solely occupied by a male adult driver, was traveling westbound on Sunset Road, west of Sellers Avenue. The driver of the GMC veered left across eastbound lanes, drove off the roadway, and crashed the GMC head-on into a tree located on the southside of Sunset Road.

CHP arrived on scene along with other emergency services to assist. The driver was transported by ambulance to the hospital with life threatening injuries. CHP was later informed the driver was pronounced deceased while in transport.

Based on evidence discovered during our preliminary investigation, this crash may have been an intentional act.

Man dies, woman injured in three-car fatal crash on I-80 in Hercules

Early Friday morning, June 21, 2024, CHP Contra Costa was advised of a crash on I-80 westbound just east of Willow Avenue. Our preliminary investigation indicates a silver Chrysler 300 being driven by an adult male was traveling westbound on I-80 when it collided with an another (gold) Chrysler 300. The silver 300 overturned and came to rest on its roof blocking lanes. Several minutes later a third vehicle, a white Mazda3 driven by an adult female, was traveling on I-80 westbound when it crashed into the silver 300.

The driver of the gold Chrysler 300 was uninjured. The driver of the Mazda3 sustained suspected major injuries and was transported to the hospital where she is expected to recover. The driver of the silver Chrysler 300 sustained major injuries and was transported to the hospital where he succumbed to his injuries.

Upon initial investigation it was determined the driver of the silver Chrysler 300 was not seat-belted at the time of the crash. This crash is still under investigation.

Major injury hit-and-run crash on I-680 southbound near Pleasant Hill Sunday

Public’s help needed ID’ing, finding suspect

On Sunday, June 9th, at approximately 2:07pm, CHP Contra Costa was advised of a two-vehicle crash on I-680 southbound south of Willow Pass Road. An unknown male adult driver of a dark gray Acura TL was reported traveling on I-680 southbound, south of Willow Pass Road, at a high rate of speed. While weaving recklessly in and out of lanes, the driver lost control of the Acura and crashed into a black BMW 320i. The BMW was driven by a female adult and occupied with one canine passenger.

The driver of the BMW sustained major injuries during the crash and was transported to the hospital where she is expected to recover from her injuries. The BMW’s canine passenger was unharmed in the crash and was taken to a local animal shelter before being released to family members.

After the crash, the driver of the Acura was last seen fleeing the area on foot, heading south towards the Homewood Suites located at 650 Ellinwood Way in Pleasant Hill.

Upon initial investigation it was determined the driver of the BMW was properly seat-belted. It is unknown whether the driver of the Acura was seat-belted during the crash, and it is unknown if the crash is DUI related.

This crash is still under investigation. Concord: Pedestrian walking on Hwy 242 fatally struck by car

Early this morning, Sunday, June 9, 2024, at approximately 5:22am, Contra Costa CHP was advised of a vehicle vs. pedestrian crash on Hwy 242 southbound, south of Clayton Road. At the time of the crash, a burgundy Tesla Model 3, was traveling on Hwy 242 southbound, south of Clayton Road in the #1 lane when it struck a pedestrian in the roadway. The pedestrian was pronounced deceased at the scene and the driver of the Tesla was not injured.

On April 3, the Contra Costa County District Attorney’s Office convicted a Concord man for multiple incidents of extreme speeding and reckless driving on Contra Costa freeways, which culminated in a police pursuit through a residential area in Concord.

In late spring of 2022, the California Highway Patrol (CHP) received public complaints about a gray BMW speeding and driving recklessly on Interstate 680 between Contra Costa and Solano counties. The CHP opened an investigation, which led officers to a YouTube channel belonging to 33-year-old Scott Andrews Kitfield (born Jan. 17, 1991). The channel contained numerous dashcam videos posted by Kitfield. These videos documented his dangerous driving behavior, including speeding well over 100 mph on Bay Area freeways, racing other cars, and weaving through traffic at high speeds while endangering nearby commuters. Kitfield’s comments on the channel further confirmed his disregard for safety by boasting about his reckless actions.

CHP investigators identified Kitfield as the reckless driver in the BMW and YouTube videos.

The investigation also confirmed Kitfield frequently sped on I-680 and other Bay Area freeways, exceeding 120 mph.

On July 14, 2023, investigators from CHP’s Golden Gate Investigative Service Unit (ISU) planned an operation to arrest Kitfield and stop his reckless driving. A CHP aircraft tracked his car as he drove home from Solano County to Concord in the afternoon. CHP officers saw Kitfield speeding over 110 mph on Interstate 680 as he crossed the Benicia-Martinez bridge. He even went faster than 120 mph while racing another car through Martinez.

Just after passing a CHP patrol vehicle, Kitfield swerved abruptly across the freeway and exited at Willow Pass Road and drove into a residential area. A CHP officer in a marked patrol car followed him and tried to pull him over as he turned around at a dead end. Instead of stopping,

Kitfield led the CHP officers on a chase before finally stopping his car and surrendering. Officers from the Solano County Sheriff’s Office also helped with the arrest.

According to the Contra Costa Sheriff’s Office, as of May 12, 2024, Kitfield was being held under Supervised Custody in “Another Facility”.

Contra Costa County renews partnership with CHP to launch Start Smart

Free class to develop responsible, young drivers

Martinez, CA – Contra Costa County Probation has renewed their partnership with California Highway Patrol (CHP) to prepare and develop responsible young drivers. The partners will host the CHP’s Start Smart classes at 50 Douglas Drive, Ste. 200, in Martinez. Dates will be offered in the future and will be posted on the Probation Department’s website and social media sites.

According to the National Highway Traffic Safety Administration, the leading cause of death for Americans 15-20 years old is motor vehicle collisions. The California Highway Patrol’s goal is to reduce the death rate among teenagers caused by these collisions. Start Smart provides teens and their parents/guardians with an interactive safe driving awareness class that will illustrate how poor choices behind the wheel of a vehicle can affect the lives of numerous people. Start Smart also focuses on the responsibilities of newly licensed drivers, the responsibilities of parents/guardians, and the collision-causing elements for new drivers, especially males, such as excessive speed, driving under the influence, and distracted driving. Start Smart teaches what precautions to take to stay safe, such as seatbelt safety, collision avoidance techniques, and what to do when involved in a collision.

“We are excited to host Smart Start. This partnership with California Highway Patrol provides youth in Contra Costa County with the opportunity to gain invaluable knowledge, that ultimately creates safer drivers, and safer communities,” said Esa Ehmen-Krause, Chief Probation Officer.

The classes are FREE to the participants, who will receive a certificate of completion that may be utilized to reduce vehicle insurance fees.
