District 3 candidate for County Supervisor Steve Barr shares commitment to financial responsibility, endorsements by leaders, law enforcement

With absentee ballots getting mailed out next week, Brentwood City Councilmember Steve Barr wanted to inform the public that he is running a strong campaign for County Supervisor, displaying his commitment to using tax dollars responsibly, and share some of his key endorsements.

Barr, who was the top vote getter in the primary election, is currently in a runoff that will be decided November 8th. As a Brentwood City Councilman he has made both fiscal responsibility and public safety top priorities.

“I decided to run for Supervisor because there is a lot of important work that needs to be done regionally such as providing regional public safety resources, making sure East County gets its fair share of transportation funding, andhelping our agricultural community,” said Barr. “And we need to do this in a fiscally responsible way, making sure we have money saved for when there’s the next recession or downturn.”

Barr has many accomplishments as both a City Councilmember and former School Board Trustee. From building the new Brentwood Dispatch Center that will improve public safety regionally, to helping manage a roads and paving program that was voted by the Metropolitan Transportation Commission as the best in the Bay Area, Barr has found ways to provide great service while cutting excess, pushing community priorities, and saving money. This was a big part of why Barr earned the endorsement of the East Bay Times.

Barr’s direct style and honesty has helped him accomplish a lot, and it also has earned him the support of many individuals and leaders throughout the District.  The Brentwood Police Officers’ Association, the County Prosecutors’ Association, and many other community leaders, organizations, and elected officials from across the district have all joined up to support Barr because they know he is someone they can always work with, even if they disagree.

“Steve’s openness, willingness to listen and his ability to be upfront and honest in his responses are refreshing,” said community leader Iris Archuleta. “He doesn’t pretend to know everything, but is clearly caring enough to learn.”

Assemblymember Jim Frazier agreed.

“Steve is a true leader who doesn’t crave the spotlight, but shows up for the tough assignments, is very direct and honest, and uses his financial skills to make sure our tax dollars are spent wisely,” Frazier stated. “He is the leader I trust and know everyone can work with.”

Barr responded to the comments.

“I appreciate the support of law enforcement and community leaders,” he said. “I look forward to working with them to improve things in our county.”

Barr’s background includes being a small business owner for 35 years and a former Liberty Union High School District Trustee. He is married, and he and his wife have two children.

Sheriff’s Office investigates carjacking near Danville, Wednesday night

On Wednesday, September 28, 2016, at about 11:35 PM, Valley Station Deputy Sheriffs were dispatched to a report of a carjacking at a residence on the 4300 block of Conejo Drive in unincorporated Danville.

Two armed suspects apparently entered the victim’s garage after he arrived home. One of the suspects stole some of the victim’s personal belongings and a black colored 2014 Honda Pilot SUV. The second suspect got into a white colored sedan with paper license plates.

The vehicles fled westbound onto Camino Tassajara and Sycamore Valley Road. Danville Police Officers spotted both vehicles as they approached Highway 680 and initiated pursuits of both vehicles. The pursuit went onto northbound 680 and westbound on Highway 24 before being terminated.

The carjacked Honda Pilot was later found abandoned in the city of Oakland in the area of Oakland Avenue and Pearl Street.

The suspects remain outstanding. The victim was not injured. The investigation is continuing. In announcing endorsements, Burgis injects partisan politics into race for District 3 County Supervisor

In a rare injection of partisan politics into a race for Contra Costa County Supervisor, Diane Burgis candidate for Supervisor in District 3, announced she has the support of elected officials, and even listed those in non-partisan offices, as Democrat or Republican. County Supervisor is a non-partisan office, as are the offices of city council and school board, and candidates don’t run as members of a political party.

However, the press release from Burgis’ campaign reads as follows:

Community leaders, including Democrats, Republicans and Independents, joined together today to announce their unified support for Diane Burgis for Contra Costa County Supervisor in District Three.

The broad coalition of endorsers includes Democratic Congressmembers Jerry McNerney and Mark DeSaulnier, current Republican County Supervisor Mary Nejedly Piepho, Democratic state leaders Assemblymember Susan Bonilla, Superintendent Tom Torlakson and Assemblymember Joan Buchanan (ret.), Republican Mayor Kevin Romick of Oakley, Town of Discovery Bay Directors Kevin Graves (R) and Chris Steele (D), and Democratic Antioch City Councilmembers Tony Tiscareno and Mary Rocha.

This all comes on the heels of endorsements from District Attorney Mark Peterson and County Sheriff David Livingston, both Republicans, as well as the county’s deputy sheriffs and firefighters.

“Diane Burgis is a leader in our community who possesses the intelligence, integrity and compassion necessary to bridge gaps and represent the views of all East County residents,” said County Supervisor Mary Piepho, a Republican. “She’s approachable and knowledgeable, and supports investment in our transportation system, and our police and firefighters who work hard to make our communities safe.”

Diane currently serves as an East Bay Regional Parks District director and is the executive director of the Friends of Marsh Creek Watershed. Previously, she served as an Oakley City councilmember and spent over ten years as a small business owner. She highlights four priorities for her candidacy: improving public safety, attracting economic development, ensuring fiscal accountability and preserving the delta for future generations.

“Diane has a strong history of fighting to protect our water, our delta and the environment,” said Congressman Jerry McNerney, a Democrat. “Her leadership as head of the Friends of Marsh Creek Watershed and as a board member for the East Bay Regional Parks District exemplifies the steady, bipartisan leadership our region needs.”

Burgis, the only Democrat on the ballot, has also earned the official endorsement of the California Democratic Party, Democratic Party of Contra Costa County, Contra Costa Young Democrats and East Contra Costa Democrats for Action. But that doesn’t mean she will only represent Democrats.

“I examine each issue closely, hear all sides and then come to the decision that works best for East County,” said Diane Burgis, candidate for Supervisor in District Three. “One size doesn’t fit all. Our district deserves a representative who has proven that they can work together with every member of the community. Assemblywoman Baker’s domestic violence bill signed by governor

Assemblywoman Catharine Baker (R-San Ramon) announced, last week, that Governor Brown signed her bill, AB 1399, legislation increasing available resources for programs serving victims of domestic violence.

Programs helping victims of domestic violence provide essential, life-saving services to victims and their children. These programs have faced a significant funding shortfall in recent years. AB 1399 will help direct much-needed funding support for these programs through a donation option on California tax returns to the California Domestic Violence Fund. Tax filers can check off a box on their tax returns to contribute their own private funds in excess of their tax liability to organizations supporting victims of domestic violence.

“An increasing need for domestic violence programs throughout California has been met with a decrease in funding for these programs—leaving thousands of children and families without the support they need,” said Assemblywoman Baker. “Government can’t and shouldn’t do it all. AB 1399 efficiently increases the availability of vital resources by providing Californians with the opportunity to contribute to life-saving domestic violence programs.”

On just a single day in 2014, 1,216 requests for services from domestic violence victims went unmet in California, leaving thousands of individuals, children, and families without a safe place to stay or access to vital counseling and resources. Of those unmet needs, approximately 49% of programs report that victims return to their abuser, 37% report that victims become homeless, and 16% report that families end up living in their car.

AB 1399 received unanimous bipartisan support in both the Assembly and the Senate prior to being signed by the Governor.

Baker’s bill is supported by the Contra Costa District Attorney’s Office, the Contra Costa County Board of Supervisors, California Partnership to End Domestic Violence, the Center for Domestic Peace, the Alliance for Community Transformations, the Center for Community Solutions, Safe Alternatives to Violent Environments-SAVE, the California Coalition Against Sexual Assault, and Junior Leagues of California.

Baker represents the 16th Assembly District, which includes the communities of Alamo, Danville, Dublin, Lafayette, Livermore, Moraga, Orinda, Pleasanton, San Ramon, and Walnut Creek.

Sheriff’s Office seeks suspect in lewd conduct incident in Alamo

Lewdness incident 1The Contra Costa County Office of the Sheriff is requesting the public’s assistance in identifying a suspect in a lewd conduct incident that recently occurred at the Safeway grocery store at the Alamo Plaza Shopping Center in Alamo.

Lewdness incident 4On August 22, 2016 at about 9:07 PM, an adult female shopping in the store was followed by a man she did not recognize. At one point, this person masturbated next to the woman in the store aisle. When the woman turned toward the man and questioned him, he quickly left the store.

He is described as a white male, early 20’s, dark hair, wearing a purple colored top, dark pants and carrying a backpack.

The investigation into this incident is ongoing. Debora Allen announces strong bi-partisan support in campaign for BART Director

Challenging three-term incumbent Gail Murray

County pension board trustee Debora Allen announced, Wednesday morning, that she is running for District 1 BART Director, in the 2016 general election. The chief financial officer of East County Glass is challenging incumbent Gail Murray who is seeking her fourth term on the BART board. District 1 includes the Concord, Pleasant Hill/Contra Costa Centre, Walnut Creek and Lafayette BART stations, and the cities of Martinez, Lafayette, Walnut Creek, Concord, Danville, San Ramon and Clayton, as well as Alamo and Blackhawk.

“Over the last decade, the BART experience has deteriorated with increased crime, system delays, labor strikes, equipment malfunctions, fake security cameras, high fares, budget shortfalls and overall public dissatisfaction,” Allen said. “BART is so antiquated, their control system is from 1972 and they buy replacement parts on eBay.”

Allen’s campaign platform is focused on five primary objectives:

  • DEMAND accountability from management for the financial stability, affordability, and cost effectiveness of BART.
  • REBUILD the old infrastructure to provide a renewed, sustainable, and durable transportation system for future generations.
  • REPLACE obsolete, broken equipment with clean, innovative, modern replacements, and maintain them.
  • INTEGRATE the current system with our numerous other Bay Area transit systems to create greater accessibility and efficiency in our lives.
  • PROVIDE a better BART experience to the customer, the rider, and the workers.

In an email, last week, Allen stated “BART needs strong leadership that is willing to stand up for change and hold management accountable for its revitalization.”

Numerous, prominent East Bay leaders have joined in supporting Allen’s campaign, including California State Senator Steve Glazer, a Democrat who has been an outspoken critic of strikes by BART employees, as well as BART operations and finances.

“Debora Allen will bring an important voice and fiscally responsible vote into the BART boardroom.  She’s smart, she’s tough, and she’s a problem solver,” Glazer said. “She will stand up to special interests and management incompetence and fight to improve BART while protecting the interest of taxpayers.”

“Debora Allen brings a refreshing new energy and approach to getting BART’s fiscal house in order,” said Assemblywoman Catharine Baker, a Republican. “She will be a champion for the transit rider and taxpayer.”

President of the Association of Bay Area Governments (known as ABAG) and Vice Mayor of Clayton Julie Pierce also endorsed Allen, stating “Our BART system is incredibly important to the residents of Contra Costa County. I am confident that Debora Allen will be strong leadership on the Board of Directors and a loud voice for transparency and financial accountability to the stakeholders as we rebuild BART into a world class transportation system of which we can all be proud.”

Contra Costa County Supervisor Candace Andersen also offered her support.

“Debora Allen brings the business experience and financial acumen we need to lead BART in the right direction,” she stated.

Contra Costa County District Attorney Mark Peterson also endorsed Allen, stating “I trust Debora Allen to protect the taxpayers’ investment in BART, for the riders, the workers, and for the future of Bay Area living.”

Former California State Assemblywoman (1996-2002) Lynne Leach added her support.

“Debora Allen is a talented, trusted and experienced businesswoman,” Leach said. “Her background of working to stem the ever increasing growth of public pension costs prepares her well to serve on the BART Board.”

Also endorsing Allen are Mayor of Pittsburg Ben Johnson, Mayor of Clayton Howard Geller, Pittsburg City Council Member Sal Evola, Contra Costa Community College District Board President Vicki Gordon, Central Contra Costa Sanitary District Board Member and Past President Contra Costa Taxpayers Association Michael McGill, attorney and Contra Costa County Employees Retirement System Board Trustee Scott Gordon, Alamo Municipal Advisory Council Member Steve Mick, Former Mayor of Clayton Pete Laurence, former Walnut Creek School Board Member Dan Walden, and retired BART employee Robert Leach.

“I am an independent, thoughtful, outsider, willing to take on the challenges of the troubled BART system,” Allen said. “I have spent over 25 years in a career in various financial management and board level positions. I now want to use that experience and knowledge to help the BART stakeholders, the riders, the taxpayers, and the BART employees.”

This is Allen’s second run for public office. She ran for State Assembly in the 14th District in the June primary, but did not make the run-off, placing a close third in the race behind the top-two candidates. She has a college degree from Sac State in Business Administration with a concentration in Accounting, is married to Tim Allen and they have two adult sons. They live just outside of Clayton, next to Mt. Diablo State Park.

Blackhawk man arrested, Monday for murder of wife, Sunday

Homicide detectives from the Contra Costa County Office of the Sheriff arrested 69-year-old John Tercheria on Monday, August 8 in connection with the death of his wife in Blackhawk, on Sunday. Tercheria was booked into the Martinez Detention Facility for murder. He is currently being held in lieu of $1 million bail.

At about 4:10 p.m. on Sunday, August 7, 2016, Deputy Sheriffs responded to a suspicious circumstance at a home on the 4300 block of Quail Run Lane in Blackhawk. Deputies arrived on scene and found a 69-year-old woman, who was later pronounced deceased. A homicide investigation was launched. The woman is identified as 69-year-old Linda Marie Tercheria, wife of suspect John Tercheria. They both resided at that home.

Burgis endorsed by DA Peterson, Sheriff Livingston, firefighters and deputy sheriffs in campaign for Supervisor

Today, East Bay Regional Park District Director Diane Burgis, candidate for Contra Costa County Supervisor in District Three, earned the enthusiastic endorsement of the Contra Costa County Deputy Sheriffs Association, Antioch Police Officers Association, Sheriff-Coroner David Livingston and District Attorney Mark Peterson, as well as the endorsement recommendation of the Executive Board of the United Professional Firefighters of Contra Costa County, Local 1230.

“We need tough, principled leadership to tackle the long-standing problem of inadequate fire protection coverage in the county,” said Vince Wells, President of the United Professional Firefighters of Contra Costa County, Local 1230. “Diane Burgis is the only candidate for District Three we can trust to get the job done. Fire and emergency resources in East County are inadequate, leading to longer response times and lower quality fire and emergency services. Multiple district firehouses have closed due to a lack of proper funding.

Congressman Mark DeSaulnier (D, CA-11) will host five more town hall meetings in the communities of Danville, Orinda, Rossmoor, Concord and Pittsburg during the month of August. He held his first in Richmond on Monday night. One of DeSaulnier’s top priorities is to be accessible to his constituents. Since being elected to Congress in January 2015, Mark has hosted 23 town hall meetings and mobile district office hours throughout Contra Costa County.

Contra Costa Deputy District Attorneys endorse Barr for Supervisor

Today, Thursday, July 14, 2016, the Contra Costa County District Attorneys’ Association announced their endorsement of Steve Barr for County Supervisor in District 3.

The District Attorneys’ Association represents more than 75 Deputy DA’s who serve our community as prosecutors in the District Attorney’s office.

Aron DeFerrari, the group’s president, said the decision came down to Steve’s direct and open style, as well as his financial skills.

“Steve is very honest and tells you exactly how it is,” said DeFerrari. “We don’t always agree on everything. But we think his direct and open style is going to make him a great partner as we work on a lot of tough public safety issues.”

“Having a small business owner who understands finances and has a track record of using public money responsibly, was also very attractive to us,” DeFerrari continued. “We don’t have unlimited resources and need leaders who can make sure our public safety officers and prosecutors have enough money to do their jobs effectively. Steve Barr has our full trust.”

Barr said the endorsement was great news.

“Their vote of confidence means a lot and the role of prosecutors play in the county is vital,” he said. “I really look forward to working with them throughout this campaign and beyond.”

Barr, who was the top vote getter in the primary, is currently in the runoff election that will be held November 8th. As a Brentwood City Councilman he has made public safety a top priority, and his campaign already has the support of the Brentwood Police Officers’ Association.
