Tree removal work on Miranda Avenue in Alamo Nov. 1 & 2

October 26, 2021, Alamo, CA – The Contra Costa County Public Works Department will perform work to remove one (1) tree on Miranda Avenue, near the intersection of Miranda Avenue and Bolla Avenue in Alamo. The work is scheduled for Monday, November 1, 2021 through Tuesday, November 2, 2021, barring unforeseen circumstances. Work will occur from 8:00 a.m. – 4:00 p.m., weather permitting. Appropriate traffic control measures will be implemented to safely direct pedestrians and vehicles through the work area. Drivers may experience some delays and may want to consider alternative routes during this period. A licensed arborist had assessed the tree’s declining health and recommended its removal for public safety reasons.

Maintenance work on Vasco Road postponed until Nov. 1-4

Contra Costa County Public Works Department will clean-up debris and replace delineators to enhance safety on Vasco Road. The work will occur approximately 1 mile south of the Camino Diablo/Vasco Road intersection to the Alameda County Line, a length of approximately 7.5 miles, and will include a rolling lane closure. The work is scheduled for Monday, November 1, 2021 through Thursday, November 4, 2021, barring unforeseen circumstances. Work will take place between 9:00 a.m. – 4:00 p.m., weather permitting. Drivers should expect delays. Message boards will be placed in advance to advise drivers of work and expected delays. This is essential work required for the public’s safety.

Kensington: tree pruning and removal along Arlington Avenue Oct. 25-Nov. 5

A contractor for Contra Costa County Public Works will perform tree pruning and removal operations in the medians along Arlington Avenue between Ardmore Road and Arlington Court in Kensington. Work will begin on Monday, October 25, 2021, and last through Friday, November 5, 2021, barring unforeseen circumstances.

The work will occur Mondays through Fridays between 7:30 a.m. and 4:30 p.m. Traffic control will be implemented. Drivers should expect 5-10 minute delays. The work includes pruning thirty-two (32) trees and removal of ten (10) dead trees as well as ten (10) tree stumps. This work will improve public safety and tree health.

Supervisors approve $75 million budget for new county office building in downtown Martinez

The Contra Costa County Board of Supervisors reacted swiftly to increasing interest among county workers to work in downtown Martinez by approving a $75 million budget and a $58,238,551 Design-Build Contract with Webcor Construction to raze the 60-year-old former 12-story administration building at 651 Pine Street and to erect a three-story office building and plaza that calls for the demolition of the old county jail. Supervisors approved the contract on a 5-0 vote during their regular meeting on Tuesday. (See complete agenda)

The new, four-story County Administration Building on Escobar Street and Pine Street was completed last year, to replace the old, 12-story McBrien Building across the street that is slated to be demolished for the new three-story, 65,000 square foot office building. The new building will offer about 40,000 square feet of office space and 80 covered parking spaces on the ground floor and will be built. Both buildings were designed by the same firm, KMD Architects.

Over the muted protests of building preservationists like Sherill Grover of the Contra Costa Historical Preservation Coalition, Supervisors had already decided the costs were too far great and out of reach to rehabilitate and bring the present jail up to code.  The jail was constructed in 1901.

When District 2 Supervisor Candace Andersen asked why the jail cannot be preserved like old churches are preserved, Chief Assistant County Administrator Eric Angstadt answered by saying “it is cost prohibitive.” It would cost $1.2 million to $1.5 million to “fully remediate” the former jail, he said.

“A jail is a little bit different than preserving a church,” Angstadt added.  He said the City of Martinez is not interested in preserving the old jail.

“This is really exciting!” exclaimed District 4 Supervisor Karen Mitchoff. She proposed that the new administration building exhibit somewhere photographs of all the supervisors in the county’s 171-year history and that a new time capsule be installed in the new building.  The county was founded in 1850.

Angstadt said the Vermont granite used to construct the old jail could be cut and reused for the proposed plaza across the street from the 651 Pine St. office building.  Plans are on the drawing boards to permanently close Pine Street to vehicular traffic, but that proposal requires City of Martinez approval.  County officials expect the City of Martinez to close Pine Street.

“We have had strong interest for downtown office space,” said Angstadt. Among some of the potential tenants moving into the new 65,000 square foot three-story building are the County law library, sheriff, and probation.

Demolition of the old 651 Pine St. building will begin in November and should be completed by September,2022 said Angstadt. The new office building should be completed by April 2024.

COVID-19 UPDATE

Contra Costa County’s Deputy Health Officer Ori Tzvielli issued an optimistic picture on the COVID-19 scene in the county saying, “Our case numbers are coming down.”

According to the Contra Costa Public Health Department, the county’s COVID-19 case load is down 36.8 percent with 2,910 cases.  The department also reported 186 persons are hospitalized with COVID-19. The hospitalization rate is down 11.2 percent.

On the vaccination front, the county is showing progress.  The county’s vaccination rate is 84.4 percent in comparison to 73.1 percent nationally.

“The best thing you can do is to get vaccinated,” said Tzvielli.  He expects five- to 11-year-olds to soon get the vaccine.

Set October 6 as Clean Air Day

To encourage Contra Costans to use public transit, supervisors passed a resolution setting October 6 as Clean Air Day.  Last year more than 1.5 million persons rode free transit in the Bay Area.

Recognize Tom Aswad

Supervisors also recognized the retirement of Tom Aswad and his 22 years of service as founder of Discovery House, a 41-bed men’s residential treatment program.

Full nighttime closures of State Route 4/Interstate 680 connector ramps through Sunday, May 31

The Contra Costa Transportation Authority (CCTA) and the California Department of Transportation (Caltrans) are constructing the first phase of a multi-phased project to improve safety and help reduce congestion at the Interstate-680/State Route 4 Interchange in central Contra Costa County. In order to facilitate a key phase of construction that will shift traffic onto newly constructed facilities, the agencies are planning significant traffic shifts prior to, during and after the Memorial Day Weekend which will impact SR-4 and both of the I-680 connector ramps spanning Martinez, Pacheco, and Concord. CCTA and Caltrans have scheduled the closures during evening/nighttime hours and over the weekend in order to minimize impacts to the motoring public.

Nightly lane closures of SR-4 (from Pacheco Boulevard to Solano Way) and the I-680 connector ramps in both directions (northbound and southbound connectors to SR-4) will continue from May 28 –31, 2020. The work taking place during this time will enable traffic to move onto newly constructed facilities as they are completed, including:

  • Northbound Interstate 680 connector ramp to Eastbound State Route 4
  • Westbound State Route 4 connector ramp to Northbound Interstate 680
  • New Grayson Creek Eastbound and Westbound bridges
  • Shifting traffic onto the new median concrete pavement widening on State Route 4 between Pacheco Boulevard and Walnut Creek Bridge

Planned closures include:
Thursday, May 28 through Sunday May 31, 2020: Varies by evening, see below for specific times

Nightly full freeway closures for Eastbound and Westbound State Route 4 and full closure of the following ramps:

  • Full ramp closure of Eastbound SR-4 connector to Northbound I-680
  • Full ramp closure of Southbound I-680 connector to Eastbound SR-4
  • Full Ramp closure of Northbound I-680 connector to Eastbound SR-4

About the Interstate 680/State Route 4 Interchange Improvement Project
The Interstate 680/State Route 4 Interchange Improvement Project will widen approximately four miles of State Route 4 in both directions between Morello Avenue in Martinez and State Route 242 by adding a third lane in the eastbound and westbound directions to improve on-ramp and off-ramp merging.  The project also includes widening of five structures, extending eastbound State Route 4’s carpool lane approximately two miles, installation of safety lighting, and replacement of the Grayson Creek Bridge to bring it up to current State bridge safety codes.  This segment of work in this multi-phased project will lay the groundwork for future improvements to connector ramps, improve traffic safety and enhance traffic flow.

Construction to begin May 26 on Rodeo Downtown Infrastructure Improvements Project

May 20, 2020, Rodeo, CA – The Contra Costa County Public Works Department will begin construction of the Rodeo Downtown Infrastructure Project. Construction will begin on Tuesday, May 26, 2020 and last until August 28, 2020, 7:00 am-5:00 pm, Monday-Friday, weather permitting. Drivers should expect delays during construction.

The work to be done generally consists of infrastructure including Americans with Disabilities Act (ADA) compliant sidewalks, curbs, gutters, a storm water treatment area with landscaping components, storm drain installation, a bike lane, an ADA compliant concrete path and soldier pile walls. Current shelter-in-place and social distancing protocol will be followed.

This project is funded by gas tax revenues provided by the SB1 Road Repair and Accountability Act and Measure J funds. More information for this project can be found at http://www.cccounty.us/pwdmap.

PG&E to begin construction on Bay Point utility undergrounding project Sept. 3

Pacific Gas and Electric (PG&E) will begin construction on the Bay Point Utility Undergrounding Project. The work consists of undergrounding utility lines along Bailey Road from State Route 4 north to Willow Pass Road then east along Willow Pass Road to the Pittsburg City Limit just east of Crivello Avenue. This project will provide residents of Bay Point with a more aesthetic travel corridor, remove several obstructions along the sidewalk, and provide a more dependable utility infrastructure than the existing overhead lines. Contra Costa County is also installing six additional streetlights to improve safety for pedestrians, bicyclists, and motorists.

Construction will begin on Tuesday, September 3, 2019, with completion in December 2020, barring unforeseen circumstances. Drivers can expect delays during construction. Work may take place between 7:00 am and 7:00 pm with restrictions to minimize impacts during commute hours. There may be night and weekend work scheduled during electrical system cut-overs to minimize disruption to local residents and businesses.

Funding for Contra Costa County’s portion of this project is provided by gas tax revenues and Navy Mitigation funds, and the remainder is funded by PG&E Rule 20A funds, Comcast, and AT&T.
