Man arrested for breaking into Concord City Hall, stealing suit Wednesday

On April 24th, Concord Police Officer’s responded to an alarm activation call at City Hall at 5:00 am. It was determined that a break in and burglary just occurred. Officers searched the area and found the suspect, later identified as Jesse Marron, near the Library. When officers tried to detain Marron, he assaulted several PD personnel. He was arrested and found to be in possession of stolen property from the building. He was also in possession of drug paraphernalia.

Images of Marron breaking into the building were captured on the surveillance system. The District Attorney’s Office has charged Marron with several crimes, including Burglary, Possession of Stolen Property, Obstructing an Officer in the Performance of Their Duties, and Possession of Drug Paraphernalia. Marron remains in county jail.

Since many of our followers are commenting on how well Mr. Marron is dressed, we just wanted to let you know that the suit he is wearing was also stolen during the burglary.

Man pleads guilty for pandering from 2018 Concord human trafficking sting operation

On April 24, 2019, Lawrence Taylor pleaded guilty to pandering and agreed to accept a sentence of four years state prison. The Hon. Judge Patricia Scanlon accepted his guilty plea and will impose sentence on May 1, along with a criminal court protective order barring Taylor from having contact with the victim for a period of 10 years.

On March 10, 2018, Taylor was arrested as part of a law enforcement operation conducted by the Concord Police Department, the Federal Bureau of Investigations’ Safe Streets Task Force and the Contra Costa District Attorney’s Office. The operation was designed to identify and apprehend individuals using online dating sites to exploit women for purposes of prostitution and also to connect the women to services and support.

Taylor, who was on parole for armed robbery, was apprehended after driving with the victim to a hotel where she had a pre-arranged “date” with an undercover officer. He was found to be in possession of two cell phones. The victim was immediately connected to a Human Trafficking Advocate from the District Attorney’s Office and offered services and support.

Forensic analysis of cell phones seized in the case showed that Taylor had been encouraging the victim to work as a street prostitute and also to prostitute through posting internet ads like the one involved on this night.

“Collaborative enforcement operations such as these are key to identifying exploiters in our community, holding them accountable for their crimes, and giving victims an opportunity to connect to services and support,” said Human Trafficking Unit Supervisor Dana Filkowski. The case was prosecuted by Deputy District Attorneys Jay Melaas and Filkowski.

“The Concord Police Department is committed to working with our justice and victim-service providers to end sex trafficking and exploitation in our community,” added Concord Police Sergeant Jeff Ross, who participated in the enforcement event. “We will continue to organize and implement investigative strategies such as this.”

Pepper spray fight in Concord affects dozens of people Saturday night

On Saturday, April 12, 2019 at 7:08 PM officers were sent to The Jungle (located in the Willows Shopping Center) for a report of a fight involving “5-10 young males and females”. Our Dispatch center then started receiving additional calls that pepper spray had also been used during the fight.

When we arrived, we learned that all of the involved parties in the fight had already left the scene. Approximately 25-30 customers (infants/minors and adults) came out after being exposed to the pepper spray, with some vomiting and complaining of difficulty breathing. Contra Costa Fire was immediately dispatched to check on the customers. Everyone affected at the scene was treated and released by medical personnel.

At this time we are still reviewing surveillance footage and talking to the patrons that were on scene. We do not have any suspect information to release at this time.

Three arrested for stabbing 15-year-old boy while he tried to get cell phone back in Concord Thursday

On April 11th, 2019 at 2:47 P.M., Concord Police officers responded to a reported stabbing of a fifteen-year-old juvenile subject on Salvio Street. Investigation revealed that the victim had been approached by three adult males, one of whom asked to use the victim’s cell phone. After the victim gave his phone to this adult, all three walked away, having not returned the phone to the victim. The victim followed the three adults to a nearby parking garage, begging for his phone to be returned. As the adults entered a stairwell in the parking garage with the victim still following, the adults battered and stabbed the victim, causing significant injuries that were later determined not to be life threatening. The adults also stole the victim’s shoes and personal belongings before fleeing the area. The victim contacted the Concord Police Department and was transported to a nearby hospital.

Within a few hours, all three suspects were located by CPD officers and positively identified by the victim. Most of the victim’s personal property was recovered. Each suspect was charged with kidnapping, robbery, conspiracy to commit robbery, assault with a deadly weapon, and enhancements for participating in a street gang. All three suspects remain in county jail on nearly $300,000.00 bail.

As this investigation is ongoing, no additional information is being released at this time. CPD case #19-4869

Cadet from Concord passes following ski slope injury at West Point Thursday

WEST POINT, N.Y. – Cadet Peter L. Zhu, a member of the Class of 2019, passed Feb. 28 at Westchester Medical Center in Valhalla, New York, with his family by his side, after succumbing to injuries sustained on Feb. 23 while skiing at Victor Constant Ski Area located on the academy grounds.

“I wish to extend to his family the sincere and profound sympathy of the U. S. Military Academy and all members of this command. We lost a brother today, and the pain will be felt for a long time,” said Superintendent Lt. Gen. Darryl A. Williams.

Zhu, 21, of Concord, California, was found unresponsive by a fellow skier on Saturday afternoon on the slope. Ski Patrol conducted life-saving measures as he was transported to Keller Army Community Hospital and then airlifted to Westchester. The details of this incident are under investigation.

“Our thoughts and prayers are with the Zhu family during this difficult time. The entire West Point community is heartbroken over this tragedy,” said Brig. Gen. Steve Gilland, commandant of cadets. “Peter was one of the top cadets in the Class of 2019, very well-known and a friend to all. He embodied the ideals of the Corps of Cadets and its motto of Duty, Honor, Country and all who knew Peter will miss him.”

Zhu was an accomplished cadet who was President of the Cadet Medical Society and served on Regimental Staff the first semester of his senior year. He was looking forward to receiving a commission as a Medical Corps Officer and attending the Uniformed Services University of Health Sciences for medical school.

According to his Facebook page, Zhu was a native of Hongku, Shanghai, China and a graduate of De La Salle High School in Concord, CA.

A memorial ceremony for the West Point community and private funeral service will be held at West Point next week.

Concord Police arrest two for February murder of Concord man

On February 10, 2019, at approximately 1:45 am, Concord Police Officers were called to the area of Clayton Road and Detroit Avenue on a report of a man lying on the sidewalk and with an apparent gunshot wound. The victim, 27-year-old Carlos Nunez of Concord, was declared deceased at the scene. Detectives of the Concord Police Department conducted an investigation and located surveillance camera footage from a nearby apartment complex camera that showed the suspects a block from the crime scene prior to the murder.

The investigation revealed that the victim contacted a group of persons and asked them if anyone wanted to purchase his bicycle. Two members of the group claimed that the bicycle was stolen and belonged to them. When the suspect left the area, he was followed by the two suspects who shot and killed him when he got to Clayton Rd. The suspects then stole the bicycle and other personal property from the victim.

The suspects were identified by detectives and warrants were issued for their arrest. On February 22nd, Jose Hernandez-Barajas, 21 years old, and Luis Angel Mendoza, 19 years old, were arrested for Nunez’s murder. Both are residents of Concord. The Contra Costa County District Attorney’s Office has charged both with Murder, Robbery, and Personal Use of a Firearm in the Commission of a Crime. They are currently both incarcerated in the Contra Costa County Jail.

Rep. DeSaulnier to host Town Hall Meeting in Concord Wednesday

Congressman Mark DeSaulnier (CA-11) will host a town hall meeting at Clayton Valley Charter High School in Concord on Wednesday, February 20th at 6:30 p.m.

This will be Congressman DeSaulnier’s 77th town hall and mobile district office hour since coming to Congress four years ago. The town hall was originally scheduled for January 23rd, but was postponed due to the government shutdown. During the town hall, Congressman DeSaulnier will provide an update on the recent border security deal and other issues before Congress, will take questions, and discuss the services his office can provide.

Man dies in fatal auto vs. pedestrian traffic collision in Concord on Saturday

On Saturday, February 2, 2019, at approximately 6:20 PM, Concord Police Officers responded to the intersection of Port Chicago Hwy and Arnold Industrial Way regarding an auto vs. pedestrian collision. Officers arrived on scene with AMR and Fire Department personnel and located a white male adult lying in the roadway.  He was pronounced deceased at the scene by emergency medical personnel.

A preliminary investigation revealed that the pedestrian was crossing the roadway when he was struck by a vehicle traveling south on Port Chicago Hwy.  The driver of the involved vehicle stopped at the scene and is cooperating with the investigation.  Alcohol does not appear to be a factor in the collision.

Concord man found guilty of attempted murder

On January 30, a Contra Costa County jury found defendant Guido Ginochio of Concord guilty of two felonies, including the attempted murder of the victim. Ginochio used a firearm to fire two shots into the back of the victim in the evening of February 7, 2017. Hours later, Ginochio used his firearm to fire seven rounds into the Adaptive Learning Center on Clayton Road in Concord. During the shooting into the business, Ginochio was wearing a ballistic proof body vest.

Ginochio now faces a maximum sentence of 34 years to life in state prison. Sentencing will occur on May 3, 2019 in front of the Honorable Laurel Brady – Department 31 of the Contra Costa County Superior Court in Martinez. Contra Costa County Deputy District Attorney Adam McConney prosecuted the case on behalf of the People. The case originated in the Office’s Community Violence Reduction Unit.

“The defendant’s senseless and unprovoked acts of gun violence not only nearly ended the victim’s life, but also endangered the lives of other members of our community,” said McConney. “All credit should be given to the victim, who bravely stood up to the defendant by testifying in court, and the jury for being attentive throughout the trial and ultimately delivering justice.”

Just after 10:00 p.m. on February 7, Ginochio approached the victim outside of the victim’s residence asking if Ginochio could buy marijuana. The victim refused the request and attempted to enter the residence to get away from Ginochio. When the victim attempted to gain access to the residence, Ginochio opened fire and hit the victim twice in the back, nearly killing him.

The felony counts against Ginochio are:

  • Count 1, Attempted Murder

o    Enhancement 1, Personal and Intentional Discharge of a Firearm, Great Bodily Injury

  • Count 2, Discharge of Firearm with Gross Negligence
