Rare opportunity to restore historic building, develop 3.7 acres

Concord, CA –The City of Concord has released a Request for Proposals (RFP) seeking qualified partners to rehabilitate, adaptively reuse and manage the historic Don Fernando Pacheco Adobe and its surrounding property. This unique opportunity invites visionary teams to restore one of Concord’s most significant landmarks while activating several acres of land for new community-oriented development.

“The Adobe is one of Concord’s most treasured historic resources,” said Justin Ezell, Assistant City Manager. “Our vision is to find a partner who can breathe new life into the building, respect its history, and create a destination where the public can once again gather and experience this piece of our community’s story.”

Constructed in 1844, the Don Fernando Pacheco Adobe, located at 3119 Grant Street, is among the oldest surviving structures in Concord and is listed on the National Register of Historic Places. Built by Don Fernando Pacheco, son of the grantee of Rancho Monte del Diablo, the adobe is a rare physical link to California’s Rancho Period and an enduring symbol of the region’s cultural heritage. The City has prioritized preserving this landmark and ensuring it remains publicly accessible for future generations.

In addition to the 1.4-acre site containing the Adobe, the City is offering an adjacent 3.7 acres for new development. Together, the property represents a rare opportunity for a creative partner to combine historic preservation with new facilities that can deliver cultural, recreational, or community benefits. Potential land uses include performance space, meeting facilities, early childhood education, recreation, or other compatible uses.

A non-mandatory walkthrough and pre-submittal meeting will be held at the Adobe on Friday, September 26, 2025, at 9:00 a.m. Interested parties are encouraged to attend to learn more about the site and the City’s goals for the project.

Walnut Creek man charged in double murder of his wife, mother-in-law

Faces additional charges of making criminal threats of death and great bodily injury in 2024, preventing wife from calling police in 2023

Martinez, California – A 43-year-old Walnut Creek resident was charged by the Contra Costa District Attorney’s Office in a double murder.

Howard Wang was scheduled to be arraigned at 1:30 pm on September 23rd in Contra Costa Superior Court in Martinez for the murder of his wife Linlin Guo, and mother-in-law, Beimin Cheng. The murders occurred on September 18th, 2025, at the couple’s residence in Walnut Creek. The charges include special circumstances enhancements for multiple murders. If found guilty by a jury, Wang could be sentenced to life in prison without the possibility of parole.

Additional charges against Wang include making criminal threats of death and great bodily injury against Linlin Guo around August 31st, 2024, and preventing Linlin Guo from reporting a crime to law enforcement on January 7th, 2023.  As previously reported, the five-foot, 10-inch tall, 183-pound Wang was also arrested on Jan. 7, 2023, by Walnut Creek Police for battery on a spouse, cohabitant or former spouse, removing, destroying or damaging a wireless communication device to prevent summoning assistance or law enforcement.

Contra Costa District Attorney Diana Becton said, “This tragic case is a stark reminder of the devastating toll domestic violence takes — not only on the victims whose lives were lost, but on families and the community as a whole. Our office is committed to aggressively pursuing justice in this case.”

43-year-old man arrested for Walnut Creek double murder

Two adult women victims discovered inside residence knew 43-year-old Howard Wang

On Thursday, September 18, 2025, at approximately 11:45PM, Walnut Creek Police officers responded to a 911 call reporting a disturbance with possible gunfire in the 100 block of Kelobra Court. Upon arrival, officers discovered two adult women deceased inside the residence.

Following the initial investigation, on Sept. 19th, an adult male – Howard Chen Hao Wang, 43-year-old resident of Walnut Creek (born 4/21/1982), who was known to both victims – was taken into custody. He was charged with two counts of 187 P.C. Murder, is currently booked at the Martinez Detention Facility and is being held without bail.

At this time, investigators do not believe there are any outstanding suspects and there is no indication of an ongoing threat to public safety. This investigation remains active, and no additional details are available for release.

The Walnut Creek Police Department would like to thank the Concord Police Department and the Contra Costa County Office of the Sheriff for their assistance in this investigation.

According to the Contra Costa County Sheriff’s Department, the five-foot, 10-inch tall, 183-pound Wang has his next court appearance in Superior Court, Dept. 5 in Martinez at on Tuesday, Sept. 23 at 1:30 p.m.

According to localcrimenews.com, he was also arrested on Jan. 7, 2023 by Walnut Creek Police for battery on a spouse, cohabitant or former spouse, removing, destroying or  damaging a wireless communication device to prevent summoning assistance or law enforcement. He was previously arrested in November 2014 by Coalinga CHP for driving with a suspended license, a restricted view and speed over 70 MPH.

Bay Point, Concord men arrested, charged with attempted murder for shooting of 3 in Concord parking garage

As previously reported, on Tuesday, Sept. 16, 2025, shortly after 10:20 PM, three gunshot wound victims arrived at John Muir Medical Center in Concord and reported they were shot while in a parking garage in the 2000 block of Salvio Street in downtown Concord. Patrol officers responded and descriptions of the suspects and their vehicle were developed. These descriptions were shared with area law enforcement agencies. Just over an hour later, deputies from the Contra Costa County, Office of the Sheriff located the suspect vehicle. From that stop, two occupants were detained and arrested. Detectives from the Investigations Division were called to take over the investigation and continue following up on leads throughout the night and the next day.

On Wednesday, at about 6:30 PM, a third suspect was arrested in relation to the shooting. During the arrest and subsequent search, evidence related to the shooting was found. On Thursday, the Contra Costa County, District Attorney’s Office filed charges related to the shooting.

The following two men were charged with the shooting: Justino Lopez-Perez (31 years old, resident of Bay Point, born 11/16/1993) was charged with 664/187 PC- Attempted murder, 182(a)(1) PC- Conspiracy, 26100(c) PC- Discharge a firearm from a vehicle, 245(b) PC-Assault with a firearm, and use of a firearm enhancements. Erickson Adoni Melendez (23 years old, resident of Concord, born 6/2/2002) was charged with 182(a)(1) PC – Conspiracy and 26100(c) PC- Discharge a firearm from a vehicle.

According to the Contra Costa County Sheriff’s Department, the five-feet, eight-inch tall, 143-pound Lopez-Perez is being held in the Martinez Detention Facility on $2.3 million bail and his next court appearance is scheduled for Tuesday, Sept. 23 at 1:35 p.m. in Dept. 5, Superior Court in Martinez.

According to localcrimenews.com, Melendez was also arrested on Sept. 15, 2024, by Contra Costa Sheriff’s Deputies for kidnapping, battery on a spouse, cohabitant or former spouse and assault with a deadly weapon or assault with force likely to produce great bodily injury. According to the Contra Costa County Sheriff’s Department, the five-feet, 10-inch tall, 175-pound suspect is also being held in the Martinez Detention Facility on $750,000 bail. He has the same court appearance date, time and location as Lopez-Perez.

We would like to thank the deputies from the Contra Costa County Office of the Sheriff, staff at John Muir Hospital, and community members who supported and assisted in this investigation. Police investigate shooting of three males in Concord city garage

Last night, Tuesday, September 16, 2025, around 10:20 pm, Concord Police Department officers were dispatched to John Muir Concord Medical Center when three males arrived with gunshot wounds after being driven there by friends. CPD determined that a shooting had just occurred in the municipal parking garage on Salvio Street.

A suspect vehicle was quickly identified and the information shared with other law enforcement partners. Deputies from the Contra Costa Sheriff’s Office located the suspect vehicle driving in Bay Point where they conducted a traffic stop and detained the occupants.

The three shooting victims are all in stable condition and expected to survive. Concord Police Department detectives are still investigating the incident and trying to determine motives behind the shooting and if there are any other persons involved. Solo vehicle fatality in Pleasant Hill

PLEASANT HILL, CA – On Tuesday, August 12th, 2025, at approximately 8:14 a.m., officers assigned to the California Highway Patrol’s (CHP) Contra Costa Area office responded to a solo vehicle crash which occurred on the off-ramp of Interstate 680 (I-680) northbound to Monument Blvd., in the city of Pleasant Hill.

Our preliminary investigation indicates a silver Lexus SUV, occupied by one male adult driver, was traveling on I-680 northbound, just south of Monument Blvd. in the slow lane. For reasons still under investigation, the Lexus suddenly turned to its right, crossed over the reverse gore point, and drove on to the Monument Boulevard off-ramp. The driver subsequently lost control of the Lexus, traveled up the left embankment, and ultimately overturned.

Tragically, the driver was ejected during the crash, sustained fatal injuries, and was pronounced deceased at the scene. During the investigation it was determined driver was not wearing his seatbelt during the crash.

The I-680 northbound to Monument Blvd. off-ramp was closed at approximately 8:22 a.m., for on-scene investigation, and was re-opened at approximately 10:35 a.m.

Pleasant Hill drunk driver arrested for driving car off parking garage 2nd story

Do not drink and drive!

Sunday morning August 10, 2025, around 4 AM, Officers responded to a collision involving a vehicle driving off the second story of the downtown parking garage. Thankfully nobody was seriously injured. Following an immediate investigation, the driver was arrested for DUI and booked at the station. Their vehicle was towed.

Please, designate a sober driver, use ride share or public transportation if you are planning on consuming alcohol. Again, everyone involved here was extremely lucky there were no serious injuries.

4 female teens arrested after assault of elderly victim in Walnut Creek

Four people remain in custody following an incident near Rossmoor. On Thursday, August 7, at approximately 11:00 PM, the Walnut Creek Police Department was dispatched to the 1900 block of Tice Valley Blvd. on the report of an elderly male being assaulted. Numerous Officers quickly arrived on scene and learned the victim had suffered significant injuries. Officers learned four female suspects had assaulted the victim, stole some of his personal property and then fled the scene in a vehicle.

Arrested:

Antonina Abdul-Wajid (18-year-old resident of Concord, born 8/19/2006)

Jaycee Behnke (18-year-old resident of Concord, born 3/19/2007)

Juvenile 1 (17-year-old resident of Walnut Creek)

Juvenile 2 (15-year-old resident of Walnut Creek)

Charges: 4 felony counts: robbery, assault with a deadly weapon that is not a firearm, causing injury to an elder and conspiracy to commit a crime.

Witnesses to the crime provided valuable information and Officers were able to leverage technology to confirm the suspect vehicle. Walnut Creek Police Officers were able to locate the suspect vehicle a short time later. All four suspects were taken into custody. The adults were booked into Martinez Detention Facility. The juveniles were booked into Juvenile Hall.

Walnut Creek Police Department Officers and Detectives are continuing to investigate this crime. There appears to be no continued threat to community at this stage. Due to the age of two of the suspects, their names cannot be released. The victim’s name is being withheld to protect their privacy.

According to localcrimenews.com, Abudl-Wajid was also arrested by Walnut Creek Police on April 16, 2025, for battery on a spouse, cohabitant or former spouse and for being intoxicated in public. According to the Contra Costa Sheriff’s Department the five-foot, 11-inch tall, 150-pound teen is being held in the West County Detention Facility on no bail.

According to the Contra Costa Sheriff’s Department, Behnke is five-feet, five inches tall, 110-pounds, Hispanic, but is also listed as white, and is being held on $280,000 bail also at the West County Detention Facility.

Martinez Animal Hospital to pay $20,000 to settle EEOC retaliation charge

Hospital conciliates allegations that it fired employee for objecting to religious concepts in mandatory training

MARTINEZ, Calif. – Martinez Animal Hospital has agreed to provide $20,000 to a former employee following an investigation by the U.S. Equal Employment Opportunity Commission (EEOC), the federal agency announced on Tuesday, August 5, 2025.

According to the EEOC’s investigation, the hospital subjected an employee to mandatory training which he objected to because it incorporated religious content contrary to his beliefs; he also requested to be excused from any future trainings with similar content. The EEOC investigation concluded he was terminated within days.

Such alleged conduct violates Title VII of the Civil Rights Act, which prohibits retaliation by an employer because a worker engaged in protected activity, such as making a request for a religious accommodation.

“I expressed my concerns to management over training I was required to attend and was soon fired,” said the worker. “I’m very glad the EEOC defended my right to speak up and ask for a religious accommodation, such as an exemption from religious-based content that made me uncomfortable.”

“We commend Martinez Animal Hospital for their commitment to preventing any future retaliation,” said Carlos Rocha, federal investigator and director of the EEOC’s Oakland Local Office. “This case should serve as a reminder for employers to train supervisors and representatives to recognize what may constitute protected activity under federal EEO laws and how to respond in a way that does not interfere with workers’ rights.”

Following the investigation, the parties engaged in the EEOC’s pre-litigation conciliation process, resulting in a settlement requiring the hospital to provide back pay and compensatory damages; revise its non-discrimination policies and procedures; conduct training for all employees, managers and human resources personnel; post a notice concerning equal employment opportunity rights in English and Spanish; track all accommodation requests; and report to the agency for two years.

Multiple efforts to reach Rocha and District Director Christopher Green asking what was the religious content in the training and for any documents from the investigation that can be shared were unsuccessful prior to publication time.

8/11/24 UPDATE: Later, an EEOC spokesperson responded, “We have no comment beyond the release.”

A federal Freedom of Information Act request was then submitted for any and all documents related to the case and the religious content included in the training.
