Bayo Vista Youth Mural Project in Rodeo to be dedicated Wednesday afternoon

The Bayo Vista Youth Mural Project is the successful product of an art appreciation class taught by noted Bay Area artist Fred Alvarado. The class is part of the Bayo Vista Community Livability Community Initiative sponsored by the Office of the Sheriff, in partnership with the Housing Authority of Contra Costa County.

The Office of the Sheriff is hosting a dedication ceremony for the mural at the Bayo Vista Community is located at 1 California Street in Rodeo, today, Wednesday, February 21, 2018, at 4:30 PM.

The Youth Mural Project was developed to provide an opportunity for youth living in Bayo Vista to learn more about the influence of art in our communities. The students met with Alvarado three days a week with the goal of designing a mural for the outside wall of the Office of the Sheriff substation. Alvarado worked with the group to come up with a theme and design for the mural and explored their ideas of inspiration and symbolism to be represented in the art work. They titled the mural “Future” to represent the students’ concept of the future and to reinforce the importance of education, knowledge, community, teachers, leaders, innovators, and inspiration.

Sheriff investigates in-custody death during lunch at county’s Martinez Detention Facility

At approximately 10:37 AM on Wednesday, Deputy Sheriffs were conducting lunch meal service on a module at the Martinez Detention Facility (MDF).

During meal service, the Deputies discovered that an inmate was not responsive. Deputies called for emergency medical assistance. Medical staff at MDF responded and started life-saving measures. The fire department and an ambulance responded and continued life-saving measures. The inmate was later pronounced deceased.

The 46-year-old male inmate is not being identified at this time. His death appears to be health related.

The officer-involved protocol was initiated. Investigators from the Contra Costa County Office of the Sheriff and the District Attorney’s Office are conducting an investigation into the death.

County’s Community Warning System functioned properly during Richmond fire Tuesday night

The mission of the Community Warning System (CWS) is to ensure the public gets emergency alerts as quickly and completely as possible once we receive the proper information from the requesting agency. CWS is not an internal notification system for a city or affected jurisdictions.

In regards to yesterday’s fire at Sims Metal Management shop located at 604 S. 4th Street in Richmond, CWS received all of the necessary information from Richmond Fire for an alert at 5:55 PM. There was no request to activate the sirens. The first alert was sent at 6:08 PM through the Telephone Emergency Notification Sys-tem (TENS), which includes phone, text, and email alerts. It is also posted on social media and websites. (See the ABC7 News story about and video of the fire, here).

As the fire continued to burn and produce smoke, and due to a shift in winds, the shelter-in-place needed to be expanded. CWS worked to get updates to additional shelter-in-place areas as they were requested by Richmond Fire and Contra Costa Hazardous Materials Program.

The second alert went out at 6:44 PM, the third alert went out at 7:57 PM, and the last one went out at 8:50 PM. These alerts went to expanded areas at the request of Richmond Fire and the Contra Costa Hazardous Materials Program.

After the situation became somewhat stabilized and it was believed no additional shelter-in-place areas would be needed, a comprehensive map was created that included all affected are-as and was posted in on our website and Facebook page and sent directly to the media.

“In yesterday’s incident, the CWS worked as designed — alerts were sent once all the information was received from the requesting agency,” said Assistant Sheriff Mark Williams. “Mayor Butt’s statement that it took an hour to get out the first alert after receiving the necessary information from Richmond Fire is totally inaccurate, misleading, and presumptuous.”

Vallejo man dies at county jail in Martinez Wednesday morning

At about 12:47 AM today, a Deputy Sheriff was doing a room check at the Martinez Detention Facility (MDF) when he noticed an inmate was unresponsive in his bunk. The Deputy immediately called for medical assistance and started CPR.

Medical staff at MDF continued life-saving measures. An ambulance and the fire department responded to MDF. The inmate was later pronounced deceased. The inmate is identified as 45-year-old James Darryl Cooper of Vallejo. On January 18, 2018, he was booked into MDF on a warrant for domestic violence. He also had three arrest warrants from Solano County. His death appears to be medically related. An autopsy will be conducted to try to determine the cause of death.

The officer-involved protocol was initiated. Investigators from the Contra Costa County Office of the Sheriff and the DA’s Office are conducting an investigation into the death.

Sheriff’s Deputies search for suspect in shooting of three men in North Richmond Monday night

On Monday at about 9:30 PM, Deputy Sheriffs responded to a report of a shooting on the 500 block of Market Street in North Richmond that may have been preceded by a verbal dispute.

When Deputies arrived, they found three male gunshot victims. All of them were transported to a hospital where they remain

Second Cardoza daughter dies; Bail for suspect increased to $2,130,000

The Contra Costa County District Attorney’s Office has filed an additional murder charge against 23-year-old Noe Saucedo of Pittsburg.

On Friday the DA’s Office filed formal charges against Saucedo. He was charged with murder, felony evading, possession of a stolen vehicle, possession of methamphetamine, and possession of heroin.

Saucedo remains in custody at the Martinez Detention Facility. He is being held in lieu of $2,130,000 bail.

We are saddened to report that two-year-old Camila Cardoza was officially pronounced deceased at the hospital. Camila was a passenger, along with her sister Lenexy, in a vehicle that was struck by a stolen pick-up truck driven by Noe Saucedo on Wednesday on Somersville Road in Antioch. Lenexy was killed in the collision.

The investigation into the collision is ongoing by the Contra Costa County D.A.’s Office, California Highway Patrol, Antioch Police Department and the Office of the Sheriff per the officer-involved protocol. Investigators are trying to determine why suspect Saucedo stole the Ford F-250 pick-up truck in Pittsburg, why he accelerated away from a Deputy Sheriff who was following him, and why he ran through a red light at the intersection of Somersville Road and the eastbound Highway 4 off-ramp before colliding into another vehicle. In addition, tests are being conducted to determine if Saucedo was impaired in any way.

“Clearly, suspect Saucedo took a series of actions that led to this tragedy,” said Contra Costa Sheriff David Livingston. “We are saddened by the loss of life and offer our deepest sympathies to the family.”

The suspect who drove a stolen vehicle that collided into another vehicle on Somersville Road in Antioch was arrested. He was booked into the Martinez Detention Facility after being interviewed by detectives. (See news footage of the scene on ABC7, here.)

He is identified as 23-year-old Noe Saucedo of Pittsburg. He was booked on one count of murder and two counts of felony evading. He is being held in lieu of $1,050,000 bail.

This afternoon a 4-year-old girl who was injured in the collision was pronounced deceased at the hospital. She is not being identified.

The investigation into this collision is ongoing. Earlier, the countywide officer-involved protocol was invoked. The investigation is being handled by the D.A.’s Office, Office of the Sheriff, California Highway Patrol, and Antioch PD.

As the suspect took the Somersville Road exit, he immediately accelerated at a high rate of speed. The Deputy then activated the emergency lights on his vehicle. Moments later, the suspect vehicle went through a red light at Somersville Road and collided into a Ford F-150 that was heading southbound.

Three people, including two children, were injured in the F-150. A 2-year-old and her mother remain in the hospital.

Driver of stolen vehicle causes collision injuring four in Antioch Wednesday afternoon

At about 12:47 p.m. Wednesday afternoon, the Office of the Sheriff received information of a stolen vehicle in Pittsburg. A Deputy Sheriff spotted the stolen vehicle, a Ford F-250 pickup truck on Bailey Road. The Deputy followed the vehicle as it headed eastbound on Highway 4. The Deputy did not activate the emergency lights on his vehicle.

As the suspect took the Somersville Road exit, he immediately accelerated at a high speed. The Deputy then activated the emergency lights on his vehicle. Moments later, the suspect vehicle went through a red light at Somersville Road and collided into a Ford F-150 that was heading southbound.

Three people, including two children, were injured in the F-150. They were taken to local hospitals. The suspect, a 23-year-old Pittsburg resident, was also taken to a hospital. He is not being identified at this time.

According to Antioch Police Lt. Tarra Mendes, Antioch Police Officers responded to assist the Contra Costa County Sheriff’s Office. The incident caused the closure of North and Southbound Somersville Road as well as the Eastbound Highway 4 off ramp to Somersville Road.

The countywide officer-involved protocol was invoked. The investigation is being handled by the D.A.’s Office, Office of the Sheriff, California Highway Patrol, and Antioch PD.

Sheriff releases response to DOJ inquiry on immigration law compliance following Herald request

Contra Costa County Sheriff-Coroner David Livingston has provided at the request of the Contra Costa Herald a copy of his Dec. 1 letter to answer questions whether the department is out of compliance with federal immigration laws that entitled the Coroner-Sheriff Office to nearly $25 million in federal grants in 2016. CCSheriff ltr to DOJ re 8 USC 1373 Compliance 12-1-17

The sheriff’s letter was due Dec, 8, and he essentially informed U. S. Acting Assistant Attorney General Alan Hanson that the Office of the Contra Costa County Sheriff-Coroner is in compliance with federal immigration policy. That is in spite of the fact that beginning Jan. 1, 2018 California law enforcement agencies must begin to enforce Senate Bill 54, the California Values Act or what is better known as the sanctuary state law.

Livingston included with the letter his department’s draft policy on how it will and won’t cooperate with U.S. Immigration and Customs Enforcement (ICE) which was issued Dec. 3, 2013 and updated on Nov. 16, 2017.

In his letter to Hanson, Livingston wrote:

“The California Values Act, with we must comply. That Act provides specifically that it does not authorize information regarding the citizenship or immigration status, lawful or unlawful of an individual, or from requesting from federal immigration authority’s immigration status information lawful or unlawful of an individual, or maintaining or exchanging that information with any other federal, state, or local government entity.”

Sheriff Livingston missed attending the Dec. 7 meeting of the Board of Supervisors’ Public Safety Committee meeting, disappointing a number of committee members who wanted to hear him comment and answer questions about the draft policy on ICE-undocumented jail inmates, but obviously were unable to do so.

“I am surprised and disappointed that the sheriff is not here,” said District 1 Supervisor John Gioia of Richmond at the committee meeting. “I don’t know if this has ever happened before where the sheriff has not appeared at a Public Protection Committee meeting.”
