ConFire reports on Independence Day holiday fireworks-related responses

Nearly one month’s worth of grass fires in five-hour period; unprecedented level of fire activity strains resources, limits responses

Contra Costa County Fire Protection District (Con Fire) today made available details of the unprecedented fire and EMS activity, much of it fireworks related, occurring across the District during the Independence Day holiday weekend.

For the five-hour period from 7 p.m. to midnight on July 4, the District dispatched firefighting resources to 63 grass, structure other fires, including those burning in backyards, in dumpsters, and vehicles. For the entire Independence Day weekend, responses numbered 93 for fires.

In spite of 60-plus grass, vegetation and other exterior fires burning across the District on the evening of the Fourth, not a single structure was lost as a result of these fires. In one of the most dangerous fires, initially reported just before 11 p.m. in the vicinity of Southwood Drive and Oak Hills Drive in Pittsburg, more than 20 homes were threatened with fire burning to within 30 feet of several. Some 20 fire apparatus and crews worked for more than hour to contain this blaze without involvement of any homes.

Of the 13 structure fires occurring over the weekend, three are known to have, and others are suspected of having been, caused by illegal fireworks use. One was caused by a homeowner placing expended fireworks in a garbage can next to their home, which ignited the can’s contents, quickly spreading to the home’s exterior. In the second case, fireworks set off in an adjacent alleyway started a fire in a nearby home. Thanks to quick reporting and fire responses, damage in each of these cases was minor.

In the busiest hours of the weekend, between 9 and 11 p.m. on the evening of the Fourth, dispatchers were stretched to the limit, as were firefighters, by an unprecedented level of calls to the Contra Costa Regional Fire Communications Center. Crews were dispatched to nearly 50 fire incidents alone. At the height of this two-hour period, due to demand for emergency services, Con Fire was forced to limit assignments to all but structure fires to a single fire engine, increasing risks for both residents and firefighters.

Calls for emergency medical services were also up significantly over normal, non-holiday periods with some of this increase likely attributable to fireworks activity. On July 3, ambulances were dispatched on 272 EMS calls, which resulted in 182 patient transports. On the Fourth, 378 EMS incidents were responded to with 232 transported and on July 5, there were a total of 325 EMS incidents responded to with 194 transports made. During a non-holiday period, an average of 200 daily transports would be expected.

Thanks to considerable and costly preparation by Con Fire and other fire jurisdictions, disaster was in large part averted in Contra Costa County. Con Fire’s preparations included adding additional staffing including two firefighting bulldozers, hand crew 12, an additional wildland fire engine and crew, a water tender and crew, an additional battalion chief, an additional dispatcher, and all four fire investigators.

Working with fire agencies across the region, two firefighting task forces were also established consisting of four firefighting apparatus, crews and a chief officer each. One task force was available July 3 and two on the evening of the Fourth. Cooperating agencies included Con Fire, East Bay Regional Parks District, the Federal Fire Department MOTCO, and San Ramon Valley, East Contra Costa, and Moraga-Orinda Fire Protection Districts.

Contra Costa fire, law enforcement officials warn of dangers of illegal fireworks during Independence Day holiday weekend

Illegal Fireworks Use Poses Extreme Risk of Grievous Bodily Harm and Catastrophic Wildfires During; Current Period of Critically High Fire Danger

Contra Costa County Fire Protection District (Con Fire) and local law enforcement agencies across the county, this week warned citizens about the extreme dangers of illegal fireworks during the days leading up to the Independence Day holiday.

Fire and law enforcement leaders reminded residents and visitors that all fireworks, regardless of type or labeling, are illegal everywhere in the county. There are no “Safe & Sane” fireworks, regardless of labeling. Additionally, the potential for grievous bodily harm posed by these illegal devices and the risk of causing catastrophic wildfires during this time of extremely high fire danger is great.

With prolonged warm, dry and windy weather leading up to the Independence Day holiday, fire danger is unusually high making fireworks an even greater threat to our communities than in recent wetter and cooler years. Because of these conditions, in the month of June alone, communities across the District have experienced a nearly fourfold increase in grass and vegetation fires. More than a dozen of these were started by illegal fireworks; many have threatened homes and businesses.

“The only safe and sane approach to fireworks in Contra Costa County is to simply not use them,” said Fire Chief Lewis T. Broschard III, Contra Costa County Fire Protection District. “They are uncontrollable and dangerous, illegal, and their use poses the very real possibility of causing wildland fires that could easily destroy homes and threaten lives in this time of critically high fire risk.”

“This year, we have seen a tremendous increase in fireworks-related complaints and calls for service compared to previous years,” said Chief Tammany Brooks, Antioch Police Department. “I want to remind everyone that all fireworks are illegal in Antioch as well as all of Contra Costa County. In addition to the possible $1,000 criminal fine, fireworks pose an extreme fire danger and can cause traumatic injuries.”

“Fireworks aren’t just illegal, they’re dangerous. We want you to keep that and your community in mind as we approach the holiday weekend,” said Concord Police Chief Mark Bustillos. “We wish everyone a happy and safe 4th of July!”

“Already several weeks into what promises to be a high-risk fire season, we want to remind residents of the very real dangers involved with illegal fireworks,” said Lafayette Police Chief Ben Alldritt. “We owe it to our friends, families, and neighbors to be safe and avoid fireworks risks this Fourth of July holiday — the City of Lafayette wants everyone to be safe and avoid fireworks-related accidents and fires.”

“While Independence Day is a time for celebrating, and we wish you all the best on this holiday, the Martinez Police Department remains steadfast in our commitment to public safety,” said Chief Manjit Sappal. “As such, we wish to make it clear that fireworks are illegal and unsafe; they can cause injury and devastating fire-related damage. Please commit to the safety of your family, friends, and neighbors by not using any fireworks.”

“The Fourth of July is a great time to spend with family and friends, but illegal fireworks continue to be a problem in our community,” said Chief Brian Addington, Pittsburg Police Department. “We have already had more than 350 calls reporting illegal fireworks. We have a zero-tolerance policy; if you are caught with illegal fireworks, expect a $1000 fine, or a trip to jail.”

“We know how disappointed people are by the cancellation of the traditional fireworks shows due to COVID-19, but using illegal fireworks instead is not a safe solution. They pose serious danger to those using them, and to the surrounding community, as well,” said Pleasant Hill Police Chief Bryan Hill. “This year, we are encouraging everyone to celebrate at their place of residence, and to celebrate safely.”

“The pyrotechnic powder in most fireworks is extremely sensitive to heat, shock and friction, and in certain circumstances can explode even when you don’t want or expect them to,” said acting Lt. Anthony Mangini, Walnut Creek Police Bomb Squad. “The fire and injury danger from illegal fireworks poses extreme risks for civilians, and also for first responders and our hazardous devices technicians who must dispose of them.”

While public fireworks events around the county have been cancelled this year due to the COVID-19 pandemic, officials strongly discourage residents from attempting to replace these events with illegal consumer fireworks use. Instead, residents are encouraged to watch a fireworks display on television or online video, use safe and readily available glow-stick products, or many other ways of celebrating.

Fire and law officials urge residents to protect their homes, families and neighborhoods by reporting all use of illegal fireworks immediately to their local law enforcement agency’s non-emergency phone line. In cases where immediate risk to life or property exists, 911 should be called.

In addition to fire danger, there are significant risks of serious injury or death. On July 5th, 2018, an Antioch resident was severely injured handling a supposedly “Safe & Sane” firework discarded at his place of business. Nationwide, thousands are injured annually, more than half are under 15.

Last year, illegal fireworks use in the County sparked preventable vegetation fires threatening lives and structures and straining emergency resources needed for higher priority fire and medical emergencies.

PG&E CEO issues statement on company’s guilty plea for 84 deaths in 2018 Camp Fire

SAN FRANCISCO—PG&E today entered its plea in Butte County Superior Court related to its role in the 2018 Camp Fire. In accordance with the agreement PG&E reached in March 2020 with the Butte County District Attorney, the company pleaded guilty to 84 counts of involuntary manslaughter and one count of unlawfully starting a fire.

The following statement was delivered today in court by PG&E Corporation CEO and President Bill Johnson.

“I am here today on behalf of the 23,000 men and women of PG&E, to accept responsibility for the fire here that took so many lives and changed these communities forever.

I have heard the pain and the anguish of victims as they’ve described the loss they continue to endure, and the wounds that can’t be healed. No words from me could ever reduce the magnitude of such devastation or do anything to repair the damage. But I hope that the actions we are taking here today will help bring some measure of peace.

Our equipment started the fire that destroyed the towns of Paradise and Concow and severely burned Magalia and other parts of Butte County. That fire took the lives of 85 people. Thousands lost their homes and businesses, and many others were forced to evacuate under horrific circumstances.

I wish there were some way to take back what happened or take away the pain of those who’ve suffered. But I know there’s not.

What I can say is this: First, PG&E will never forget the Camp Fire and all that it took from this region. We remain deeply, deeply sorry for the terrible devastation we have caused.

Second, since the Camp Fire, we have worked side-by-side with Butte County residents and public officials to help the Paradise region recover and rebuild. That work continues today, and we are doing everything we can to make things right.

Third, we are working hard to get the victims compensated. With our Plan of Reorganization on track to be approved by June 30, their wait may finally be nearing an end. In fact, the Bankruptcy Court has concluded confirmation hearings regarding our Plan. This should be one of the final steps toward paying the $25.5 billion in settlements we’ve reached with wildfire victims, Butte County agencies and others.

Finally, I want to reiterate to the Court and all of the people of the Paradise region that the lessons PG&E learned from the Camp Fire are being taken to heart and are driving comprehensive changes currently underway at PG&E.

We are intently focused on reducing the risk of wildfire in our communities. We have improved our inspection and operational protocols. We are hardening our energy system and making it more resilient. We have incorporated advanced technology to better predict and detect extreme weather conditions. All of this, and more, is being done to help make sure the tragedy that occurred here never happens again, in any of the communities we serve.

In closing, I want to reiterate that on behalf of PG&E, I apologize for the pain we have caused. We know we cannot replace all that the fire destroyed. We do hope that by pleading guilty and accepting accountability, by compensating victims and supporting rebuilding efforts, and by making significant, lasting changes in the way we operate, we can honor those who were lost and help this community move forward.

Your Honor, we make this plea with sadness and regret—and with eyes open to what happened, and to what we must do to make things right.”

Con Fire and Concord Police arrest transient woman for Concord RV fire

Contra Costa County Fire Protection District (Con Fire) announced today the arrest of a suspect in the recreational vehicle (RV) fire that burned under Highway 4 in Concord earlier this week.

The fire in question took place June 8, 2020 with the first call coming in at 3:27 p.m. An investigation was immediately conducted by the District’s Fire Investigations Unit, and Concord Police with a suspect identified and arrest made without incident on June 8 just after 5 p.m.

Arrested was Jade McCoy, a Concord-area transient, date of birth April 22, 1993.  McCoy, who was on probation from a previous arson conviction for setting an exterior fire in 2019, was arrested after investigation by FIU and Concord PD revealed she intentionally set the fire in the RV. McCoy and her boyfriend had been living in the RV parked on Port Chicago Highway under Highway 4. The arson occurred after a verbal altercation between the two parties. Her possible involvement in other recent fires in the area is currently under investigation.

McCoy is in custody in the Contra Costa County Sheriff’s Detention Center in Martinez.  Concord Police filed the case with the District Attorney on June 9 and action is pending.

Investigation revealed a woman seen at the scene around the time of the fire to be the likely responsible party. A short while later, around 5 p.m., Concord Police located the suspect in the vicinity near Olivera Road and Esperanza Drive. Con Fire FIU investigators responded to that scene, interviewed the suspect and determined she was responsible for the blaze, placing her under arrest. She was handcuffed and transported to the Martinez Detention Facility by Concord Police where she was again interviewed by FIU.

The RV fire was initially reported by several parties beginning just before 3:30 p.m. on June 8. Arriving on scene moments later at 3:41, Con Fire’s Battalion Chief 2 reported a fully involved RV on fire under the highway.

In all, 21 fire personnel from Con Fire and the Military Ocean Terminal, Concord’s Federal Fire Department responded to the fire with two Type 1 fire engines, three Type 3 fire engines, two ambulances, a medical supervisor and a fire investigator. Concord Police and the California Highway Patrol also responded to the scene. At 3:42 p.m., the incident commander reported the fire under control.

There were no injuries to responding personnel or civilians.

As fire season arrives, reduction of services ahead for East Contra Costa Fire Protection District

Brentwood, CA — East Contra Costa Fire Protection District (ECCFPD), the local fire agency serving Brentwood and Oakley Discovery Bay, Bethel Island, Knightsen, Byron, Marsh Creek, and Morgan Territory announced Wednesday, that due to severe under-funding, it has been forced to take new, urgent measures to maintain its extremely limited operations and keep firefighters safe.

Starting July 1, the Fire District will only send firefighters inside a burning building if human life is at risk. Due to the extreme conditions resulting from a 3-station deficit, ECCFPD firefighters are being forced to spread themselves across 3 stations not 6, covering 250 square miles. This is pushing our firefighters to their limits as they respond to twice as many calls for help. Furthermore, the added strain of unbalanced “automatic aid” agreements with other county fire departments are becoming unsustainable. ECCFPD must now focus on containing the fire to the structure involved. Unfortunately, this defensive first operation strategy raises the safety risk factors for families, businesses, and for property within our communities just as the 2020 fire season is getting underway. Also announced by ECCFPD on Wednesday: all public outreach events and station visits will be eliminated indefinitely.

The safety risk of being under-funded and short 3 fire stations is real and growing, according to ECCFPD Fire Chief Brian Helmick. “In fire emergencies, every second counts. When a fire or emergency strikes, you need help fast. Response times matter. Delayed response times can allow a fire to double in size every 30 seconds. But our reality is that East Contra Costa communities, your homes, businesses, and your families will, on average, face slower responses than national standards recommend, when you call 911.”

“Due to severe under-funding, our firefighters are continually overrun responding to calls, maintaining required training and trying to be active in public education. We must take necessary steps to save lives and provide the safest environment for our workforce, so firefighters are ready and able to answer the call when it comes,” Chief Helmick added.

“These are not steps we want to take – and candidly, they may not be the last. We may have to consider other, even more drastic measures” said Chief Helmick, adding, “The reality is, we have to live within our means and keep our firefighters safe. We are working tirelessly to address our severe funding shortfall, including correcting past oversights and renegotiating developer fees and other fees that should have been put into place decades ago. We are also practicing full transparency, asking our community for input, and continuously LISTENING in every direction. Our goal is to find common ground that helps shape a local ballot measure that our community can support, authorizing a new, stable and reliable (i.e. guaranteed, sustainable and sufficient) local funding source that secures adequate ECCFPD fire protection in the future and that doesn’t take resources away from our public service partners.”

Woman injured in Oakley area Delta jet ski accident Monday afternoon

According to East Contra Costa Fire Protection District (ECCFPD) Battalion Chief Craig Auzenne, a 22-year-old woman was injured in a Delta jet ski accident Monday afternoon about 3:25 p.m. near 5022 Sandmound Blvd. in Oakley.

Oakley PD secured the helispot at the intersection of East Summer Lake Drive and East Cypress Road. Medical helicopter ConAir1 transported the victim who had major injuries to John Muir Medical Center in Walnut Creek.

The possible cause of the accident is listed as inexperienced operator.

Car crash takes out power pole starts grass fire in Byron Sunday morning

Byron: On Sunday, May 24, 2020 at 5:04 am East Contra Costa Fire Protection personnel from companies E59, E52 and BC5 were called for a vehicle that sheered a power pole and started a grass fire on Byron Hwy and Bruns Road near the Alameda County line. The driver was uninjured, but power lines were down and caused delays both ways on the roadway.

Moraga-Orinda Fire District crews responded to a fully involved structure fire off Arroyo Drive in Orinda early this morning. The fire grew to a second alarm before being contained. The fire attack was complicated by a burning car that rolled down the driveway and into the MOFD fire engine.

No residents or responders were injured, and the cause of the fire is under investigation.

Contra Costa Hazardous Materials responding to fire at NuStar Energy near Crockett

Contra Costa Hazardous Materials advises anyone living near the NuStar Energy facility in Crockett to stay inside and keep windows and doors closed because of a fire.

Hazardous Materials received reports of the incident shortly before 2 p.m. Two large tanks are burning at the facility, which is at 90 San Pablo Avenue.

Hazardous Materials staff and firefighters are on scene. Hazardous Materials staff are conducting air monitoring on site. Contra Costa County’s Community Warning System has been activated, including sirens in the area.

Residents of Crockett and Rodeo are advised to stay inside and shelter in place. Turn off all heaters, air conditioners, and fans. Unless you are using your fireplace, close your fireplace dampers and vents. Cover any cracks around doors or windows with tape or damp towels. Stay off the phone unless you need to report a life-threatening emergency at your location.

Remain sheltered indoors until you receive further official instructions. Stay off the phones and do not call 911 unless you have a life-threatening emergency.

At this time there is no known offsite impact, and no injuries have been reported.

One of tanks are believed to contain ethanol. The other is believed empty.

According to the CHP, as of 4:30 p.m., “I-80 is shut down in both directions, eastbound and westbound, from Hwy-4 in Hercules to I-780 in Vallejo. Please seek alternate routes. (Hwy-4 e/b to 680/Benicia Bridge, Hwy-4 e/b to SR-160 in Antioch, or I-580 into Tracy.) Plan ahead, avoid the area.”

D.A. charges ConFire EMS Chief with embezzlement and possession of controlled substances

Due to the investigation by the Martinez Police Department, the Contra Costa County District Attorney’s Office charged 50-year-old Martinez resident Richard P. Stephenson with two felonies for embezzlement and two misdemeanor charges of possessing a controlled substance. 

The embezzlement charges relate to

Stephenson stealing controlled substances belonging to the Contra Costa County Fire Protection District in order to support his personal drug addiction. 

An arrest warrant in the amount of $50,000 was issued on January 9, 2019.  Stephenson was arraigned at the Contra Costa County Superior Courthouse on January 10, 2019, the next court date is February 26th.

The charges filed against Richard Stephenson include:

  • Count 1, Embezzlement by Public or Private Officer – Felony
  • Count 2, Embezzlement by Clerk, Agent or Servant – Felony
  • Count 3, Possession of Fentanyl – Misdemeanor
  • Count 4, Possession of Midazolam – Misdemeanor
