Three arrested in Walnut Creek for illegal firearm, drugs, outstanding warrant, ID theft

Ages 22, 21 and 13; during Tuesday traffic stop; both adults have history of arrests, already released from custody

If you happened to see police activity in the area of S. California Ave. and Newell Ave. on Tuesday, here is what happened!

At around 3:40pm, Officer Kim and his FTO Officer Young made a traffic stop on the corner of S. Cal and Newell Ave.

While they were investigating, one person in the car (Virgil Lee Adams, born 8/18/99) got out of the car and ran away from the scene. Officers then located a loaded firearm underneath the seat Adams was sitting in.

Additional WCPD Officers and Detectives quickly responded to the scene.

Officer Marre and Sergeant Njoroge located Adams in the creek just south of Newell Ave. after a foot chase.

Officers Young and Kim located the loaded firearm and over 80 fentanyl pills inside the car.

Adams was arrested for narcotics possession, possession of narcotics while armed, weapons possession, and obstruction.

Other occupants in the car included a 13-year-old male who was arrested for an outstanding warrant out of Oregon and Quan’naejia Ta’zjae Taylor (born on 10/31/99. Taylor was arrested for ID Theft. Excellent work by all involved!

As of Saturday, Sept. 18, 2021, according to the Vine website she was out of custody on general release and Adams was out of custody released on court order.

According to bustedmugshots.com he was arrested on Oct. 28, 2016 for attempted murder and unlawful use of a weapons. Then, according to arrestfacts.com Adams was arrested by Portland Police on Dec. 9, 2016 for unlawful possession of a loaded firearm and interfering with a peace officer. According to thegrio.com, he was arrested on Feb. 13, 2017 for robbery and assault, but was later found not guilty.

Finally, according to crimeinformer.com, Adams was arrested in Portland, OR on Aug. 25, 2020 for attempted murder, assault and unlawful use of a weapon. According to his Facebook page he lives in Portland and is the father of three children.

According to crimeinformer.com, Taylor was also arrested on Feb. 2, 2018 for theft in Clackamas County, OR, then again on Aug 5, 2019 in Portland, OR for disorderly conduct and interfering with a peace officer. According to mugshots.com and bustedmugshots.com she was arrested by Portland Police on May 9, 2019 for robbery, identity theft and fraud. According to her Facebook page, she’s the mother of two children.

CHP seeks help finding suspects in Sunday Hwy 242 shooting

On September 12, 2021, at approximately 6:59 a.m., California Highway Patrol (CHP), Contra Costa Area units responded to a report of a freeway shooting southbound SR-242, just north of I-680. An unknown sedan stopped in front of a black Mercedes parked on the right shoulder. An altercation took place leading to an occupant of the unknown sedan shooting at the three individuals, striking one individual twice. The occupants of the unknown sedan fled southbound on SR-242.

Supervisors approve $75 million budget for new county office building in downtown Martinez

The Contra Costa County Board of Supervisors reacted swiftly to increasing interest among county workers to work in downtown Martinez by approving a $75 million budget and a $58,238,551 Design-Build Contract with Webcor Construction to raze the 60-year-old former 12-story administration building at 651 Pine Street and to erect a three-story office building and plaza that calls for the demolition of the old county jail. Supervisors approved the contract on a 5-0 vote during their regular meeting on Tuesday. (See complete agenda)

The new, four-story County Administration Building on Escobar Street and Pine Street was completed last year, to replace the old, 12-story McBrien Building across the street that is slated to be demolished for the new three-story, 65,000 square foot office building. The new building will offer about 40,000 square feet of office space and 80 covered parking spaces on the ground floor and will be built. Both buildings were designed by the same firm, KMD Architects.

Over the muted protests of building preservationists like Sherill Grover of the Contra Costa Historical Preservation Coalition, Supervisors had already decided the costs were too far great and out of reach to rehabilitate and bring the present jail up to code.  The jail was constructed in 1901.

When District 2 Supervisor Candace Andersen asked why the jail cannot be preserved like old churches are preserved, Chief Assistant County Administrator Eric Angstadt answered by saying “it is cost prohibitive.” It would cost $1.2 million to $1.5 million to “fully remediate” the former jail, he said.

“A jail is a little bit different than preserving a church,” Angstadt added.  He said the City of Martinez is not interested in preserving the old jail.

“This is really exciting!” exclaimed District 4 Supervisor Karen Mitchoff. She proposed that the new administration building exhibit somewhere photographs of all the supervisors in the county’s 171-year history and that a new time capsule be installed in the new building.  The county was founded in 1850.

Angstadt said the Vermont granite used to construct the old jail could be cut and reused for the proposed plaza across the street from the 651 Pine St. office building.  Plans are on the drawing boards to permanently close Pine Street to vehicular traffic, but that proposal requires City of Martinez approval.  County officials expect the City of Martinez to close Pine Street.

“We have had strong interest for downtown office space,” said Angstadt. Among some of the potential tenants moving into the new 65,000 square foot three-story building are the County law library, sheriff, and probation.

Demolition of the old 651 Pine St. building will begin in November and should be completed by September,2022 said Angstadt. The new office building should be completed by April 2024.

COVID-19 UPDATE

Contra Costa County’s Deputy Health Officer Ori Tzvielli issued an optimistic picture on the COVID-19 scene in the county saying, “Our case numbers are coming down.”

According to the Contra Costa Public Health Department, the county’s COVID-19 case load is down 36.8 percent with 2,910 cases.  The department also reported 186 persons are hospitalized with COVID-19. The hospitalization rate is down 11.2 percent.

On the vaccination front, the county is showing progress.  The county’s vaccination rate is 84.4 percent in comparison to 73.1 percent nationally.

“The best thing you can do is to get vaccinated,” said Tzvielli.  He expects five- to 11-year-olds to soon get the vaccine.

Set October 6 as Clean Air Day

To encourage Contra Costans to use public transit, supervisors passed a resolution setting October 6 as Clean Air Day.  Last year more than 1.5 million persons rode free transit in the Bay Area.

Recognize Tom Aswad

Supervisors also recognized the retirement of Tom Aswad and his 22 years of service as founder of Discovery House, a 41-bed men’s residential treatment program.

I-680 Express Lane from Martinez to Walnut Creek tolling has started

The Metropolitan Transportation Commission (MTC) reminds travelers that tolling operations for the new 11-mile Express Lane along southbound Interstate 680 from Martinez through Walnut Creek have now started.

By linking with the existing Express Lane from Rudgear Road in Walnut Creek to Alcosta Boulevard in San Ramon, this will create a continuous 22-mile southbound I-680 Express Lane through Contra Costa County.

The stretch of I-680 from Marina Vista Blvd. in Martinez to Rudgear Road currently operates as a traditional carpool lane. Tolling rules include:

  • All vehicles must have a FasTrak® toll tag to use the Express Lanes;
  • Carpools with two or more people, vanpools, buses and motorcycles travel toll-free with a FasTrak Flex toll tag set to the 2 or 3+ position;
  • Solo drivers of eligible clean-air vehicles (CAVs) pay half-price tolls with a FasTrak CAV toll tag. Eligible CAVs are those with red, purple, orange or blue decals; and
  • Other solo drivers pay the full toll to use the Express Lanes with either a standard FasTrak toll tag or a FasTrak Flex tag set to the 1 position.

Operating hours for Express Lanes are weekdays from 5 a.m. to 8 p.m. Tolls rise as traffic increases and fall as traffic declines. Digital signs over the roadway display the toll rates for various destinations. Customers always pay the toll displayed when they enter the Express Lane, even if toll rates change during their trip. Toll-paying customers pay for each toll zone they enter. There are five southbound toll zones from Martinez to San Ramon.

Express Lanes are designed to keep traffic moving reliably without congestion, and to encourage travelers to carpool or use transit to get a free and faster trip. Drivers can visit 511.org to learn everything they need to know to use Bay Area Express Lanes, how to find a carpool match, and how to sign up for FasTrak.

One person killed another injured in Hwy 4 shooting in Concord Saturday evening

Shuts down westbound lanes for several hours; suspect flees scene

This evening at about 6:35pm, a freeway shooting occurred on State Route 4 westbound, just east of Port Chicago Highway in Concord. One victim succumbed to their injuries from gunshot wounds and another victim suffered moderate injuries due to gunshot wounds. The victims were in a black Toyota Camry. The unknown suspect vehicle fled the scene. As a result of the shooting, the victim vehicle crashed into the metal guard rail at the top of the Port Chicago offramp.

CHP has shut down all westbound lanes of HWY4 in the area for scene processing and collection of evidence. At this time, we do not have an estimated time of re-opening the freeway but expect it to be closed for at least a few hours. We will provide updates as soon as we can.

This is an ongoing investigation with Detectives assigned to CHP – Golden Gate Division Special Investigations Unit (SIU) who are actively investigating this shooting. Our detectives are requesting assistance from the public in gathering the details surrounding this incident. Brentwood man arrested for killing San Pablo man in Walnut Creek last Sunday

Walnut Creek Police have made an arrest in connection with the homicide that took place in the early morning hours of Sunday, July 18. 22-year-old Jose Guillermo Casillas-Flores, of Brentwood, was arrested on Thursday during a traffic stop. A handgun and ammunition were taken following a search of his home. There are no additional outstanding suspects stemming from the death of Lutfi Abbushi. The 25-year-old victim was a resident of San Pablo.

Walnut Creek Police Department detectives are presented the case on Thursday for review with the District Attorney.

The incident occurred at approximately 01:37 am on SOS Drive near N. Main Street. Police received multiple 911 calls reporting shots fired. Officers arrived within two minutes to find four gunshot victims, with one deceased at the scene. The entire incident occurred on SOS Drive. (See related article)

At this time, the relationship between all involved parties is unknown. The identities of the involved subjects will not be released at this time due to the ongoing investigation. This was determined to be an isolated incident and there are no ongoing threats to the community. The condition of the other three victims is improving and none of their injuries are considered life threatening.

The Walnut Creek Police Department is investigating a homicide in the early hours of July 18, 2021. Police received multiple 911 calls reporting shots fired at approximately 01:37 AM on SOS Drive near N. Main Street. Officers arrived to find four gunshot victims, with one deceased at the scene. The other three victims were transported to a local hospital where they are receiving treatment. This is an active investigation. Details will be released as they are available.

Con Fire announces multiple illegal fireworks arrests ahead of Independence Day holiday

Undercover investigators seize thousands of dollars’ worth of dangerous fireworks in Pittsburg, San Pablo, Antioch and Concord

Contra Costa County Fire Protection District (Con Fire) announced, Tuesday, its fire investigators, working undercover, have made multiple fireworks-related arrests in June resulting in large quantities of dangerous fireworks being removed from community streets.

In their continued efforts to take dangerous fireworks off our streets, Con Fire investigators have conducted the following fireworks enforcement actions in recent days:

June 11, 2021 – Multiple Locations, Pittsburg

Con Fire investigators conducted an undercover buy of illegal fireworks in the City of Pittsburg, with the initial purchase leading to two additional residences in Pittsburg with several thousand dollars’ worth of fireworks confiscated at each residence. The names of those involved are being withheld pending ongoing investigation.

Fireworks seized in June 15, 2021 fireworks-caused apartment fire in San Pablo.

June 15, 2021 – Crestwood Drive, San Pablo

Fire investigators made a fireworks-related arrest in relation to a fireworks-caused fire on an apartment balcony in the 15000 block of Crestwood Drive, San Pablo. A 16-year-old resident of San Pablo was arrested for Fire to Inhabited Structures (PC § 452(b)) and Possession of Dangerous Fireworks (California Health and Safety Code § 12700). Additional fireworks of the type that caused the fire were located and recovered from the apartment. The juvenile’s name is not being released because of his age. He was released to his parents’ custody after the arrest. Con Fire continues to investigate this case and will refer it to the District Attorney and Con Fire’s Youth Firesetter Program.

June 17, 2021 – G Street at West 10th Street, Antioch

Based on an undercover buy of illegal fireworks by Con Fire investigators, Kevin Thomas, 25, a resident of Pittsburg, was arrested on charges of Unlawful Advertising of Any Business or Venture Involving Fireworks (California Health and Safety Code § 12670), Unlawful Sale, Transfer, Giving, Delivery or Other Conveyance of Title of Any Dangerous Fireworks (California Health and Safety Code § 12676), and Unlawful Possession of Dangerous Fireworks Without Holding a Valid Permit (California Health and Safety Code § 12677). The fireworks intended to be sold were seized as evidence. Thomas was identified as an active parolee, recently released from the California Department of Corrections, as the result of a robbery conviction. The seller was issued a criminal citation.

June 21, 2021 — Port Chicago Highway at Bates Ave., Concord

Con Fire investigators researched and located a social media post advertising illegal fireworks for sale in Contra Costa County. Acting undercover, investigators contacted the seller and arranged a purchase. Meeting with the seller, investigators confirmed illegal fireworks were being sold and arrested Thomas Daeshawn, 22, a resident of Concord, seizing 90 pounds of fireworks as evidence. The seller was identified as being on probation in Alameda County as a result of a robbery conviction. The seller was issued a criminal citation and Con Fire investigators are following up with Alameda County for a possible probation violation. Daeshawn was cited for Unlawful Sale, Transfer, Giving, Delivery or Other Conveyance of Title of Any Dangerous Fireworks (California Health and Safety Code § 12676), and Unlawful Possession of Dangerous Fireworks Without Holding a Valid Permit (California Health and Safety Code § 12677).

Con Fire investigators continue to work to remove dangerous fireworks from our communities’ streets, along with putting those who traffic them, out of business. Residents can help them in this important public safety mission by reporting illegal fireworks sales to the Arson Tip Line at 1-866-50-ARSON.

Use of fireworks of any type is illegal in Contra Costa County and exceedingly dangerous during these drought conditions. Con Fire urges anyone observing fireworks being used to report this to their local law enforcement non-emergency line and to report all fires immediately to 911.

Con Fire’s Fire Investigation Unit asks residents to help them fight the crime of arson across the county by calling the Arson Tip Line at 1-866-50-ARSON. They caution residents not to hesitate on information that seems too little or unimportant to matter, adding some of the most valuable tips come from residents who were not aware what they saw was very important to the investigation of an incident.

At 1-866-50-ARSON, residents can leave a recorded message about fire-related criminal activity in English or Spanish. Tips can be anonymous, but all tips are treated confidentially. Fire investigators sometimes need additional information, so inclusion of name and phone number is encouraged.

Woman arrested for attempting to steal baby, attempted carjacking in Pleasant Hill

On Wednesday, June 9, 2021 at about 10:00 AM, Officers were sent to a call that a female subject attempted to take a mother’s baby from her arms in the parking lot of buybuy Baby (at 3250 Buskirk Ave) Officers determined that the female suspect was attempting to steal the victim’s car using force. The mother and baby were not injured. The suspect ran away before officers arrived. Officers located the suspect nearby at Extended Stay America (at 3220 Buskirk Ave). The suspect was arrested and booked into jail for attempt carjacking, PC 215.

This case was presented to the DA’s Office. Charges of attempted carjacking and battery were formally filed against the suspect, who remains in custody.

New Regional Park at former Concord Naval Weapons Station named after first Black Supreme Court Justice Thurgood Marshall

Also honors “Port Chicago 50” Black sailors he defended against court martial

On Tuesday, June 1, 2021, the East Bay Regional Park District Board of Directors unanimously voted to name the new regional park at the former Concord Naval Weapons Station “Thurgood Marshall Regional Park – Home of the Port Chicago 50.”

The name “Thurgood Marshall Regional Park – Home of the Port Chicago 50” recognizes the service of young African American sailors who served their country, both by serving in the US Military during WWII, and also by standing up to the US Military’s racially discriminatory policies of the day.

Their courage, and the advocacy of NAACP attorney Thurgood Marshall on their behalf, ultimately led to desegregation of the military and changed the course of history.

This naming itself is historic, as this is the first regional park in Contra Costa County to be named after an African American.

“The Thurgood Marshall Regional Park – Home of the Port Chicago 50 park name acknowledges this important Black American history and social justice significance,” said East Bay Regional Park District Board Director Beverley Lane who has represented Concord on the East Bay Regional Park District Board since 1994. “Thurgood Marshall brought national attention to the case that prompted the U.S. Secretary of the Navy to order desegregation of the U.S. Navy in 1946,” added Lane.

Several community organizations, including the NAACP and Friends of Port Chicago National Memorial support the naming of the park in honor of Thurgood Marshall and the Port Chicago 50. The Park District’s citizen-led Parks Advisory Committee unanimously supported the name at its meeting on May 24. The City of Concord unanimously endorsed the park name at its May 29 City Council meeting.

“The new Thurgood Marshall Regional Park – Home of the Port Chicago 50 park name has both historical and representational significance,” said Congressman Mark DeSaulnier. “As a defender of the Port Chicago 50 in their historic fight against discrimination and wrongful conviction, Thurgood Marshall played an important role in their story. The trial, and Marshall’s role in it, helped to play a role in the desegregation of the Armed Forces. As the first African American Supreme Court justice, Marshall is more than deserving of this honor.”

The plan for the newly named “Thurgood Marshall Regional Park – Home of the Port Chicago 50” includes a joint visitor center with the National Park Service highlighting the history of the Port Chicago Naval Magazine National Memorial and the Diablo Valley, along with staging areas, and several miles of recreational trails for hiking, biking, and nature viewing. The Park District is partnering with the National Park Service on the future visitor center where this story can be told, along with all of the stories of this land, including its military history, agricultural history, natural history and restoration, and the stories of the Chupcan people who lived here.

“We appreciate all of the community’s input and engagement on this naming process, and we hope the support will continue as we work with our partners and elected officials to raise the funding needed to build a world-class visitor center in the park to tell these important stories,” said Park District General Manager Sabrina Landreth.

The Park District is currently designing road improvements and plans to open a portion of the expansive park south of Bailey Road within the next two to three years.  The U.S. Navy and National Park Service officially transferred the 2,500 acres of open space to the Park District in 2019 after a two-decade process brought about by the decommissioning of the Concord Naval Weapons Station in the 1990s.

The East Bay Regional Park District is a system of beautiful public parks and trails in Alameda and Contra Costa counties east of San Francisco Bay, established in 1934. The system comprises 121,000 acres in 73 parks including over1,250 miles of trails for hiking, biking, horseback riding and nature learning.
