Robbery crew’s luck runs out, charged with $1.1 million St. Patrick’s Day heist of San Ramon jewelry store

Rolex with GPS chip helped police arrest, charge suspects, four with history of arrests

The Office of the United States Attorney has charged five defendants—Sunia Mafileo Faavesi, Ryan Kentrell Montgomery, Paul Christopher Tonga, John Ioane Tupou, and Kyle Vehikite—with conspiracy to commit robbery affecting interstate commerce for their roles in the St. Patrick’s Day March 17, 2023, robbery of Heller Jewelers in San Ramon, Calif., announced United States Attorney Ismail J. Ramsey and Bureau of Alcohol Tobacco, Firearms, and Explosives Special Agent in Charge Jennifer Cicolani. All the defendants except Tupou made their initial federal court appearance on July 27 before U.S. Magistrate Judge Alex G. Tse to face the charges. Tupou remains at large.

According to a federal criminal complaint, filed July 21, 2023, and unsealed at the initial appearance, Faavesi, 30, Montgomery, 35, Tonga, 33, Tupou, 30, and Vehikite, 34, planned and executed the armed heist, which involved at least eleven individuals, some armed, taking approximately $1.1 million in stolen watches and jewelry from the family-owned San Ramon jewelry store. The complaint alleges that while some of the participants were inside the store or immediately outside it during the armed robbery, others acted as lookouts and get-away drivers of at least four waiting vehicles. The robbery took place at a bustling mall in San Ramon in the middle of the afternoon and resulted in multiple bystanders, including children, fleeing the masked and armed robbers.

The complaint affidavit provides details regarding how the defendants originally cased the location a week prior to the robbery and then returned on March 17, 2023, with co-conspirators to execute the robbery. The complaint alleges investigators were able to identify one of the defendants by evaluating GPS information emitted from a stolen Rolex watch. Law enforcement investigators thereafter conducted a covert investigation that ultimately enabled them to identify each of the five defendants and to piece together the movements of the defendants on the day of the robbery.

Faavesi, Montgomery, Tonga, and Vehikite all were arrested on July 26, 2023. The government has filed a motion asking that they be detained pretrial. Defendants’ next scheduled appearances are on August 1, 2023, and August 4, 2023, for their respective detention hearings.

A complaint merely alleges that crimes have been committed, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt. If convicted, the defendants each face a maximum sentence of 20 years, and a fine of $250,000. As part of any sentence, the court also may order defendants to pay restitution, if appropriate, and to serve an additional period of supervised release to begin after a prison term. However, any sentence following conviction would be imposed by the court after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.

Assistant U.S. Attorney Alethea M. Sargent is prosecuting the case with the assistance of Kay Konopaske. The prosecution is the result of an investigation by the San Ramon Police Department and the ATF, with assistance from the Drug Enforcement Administration, the IRS, and Bureau of Customs and Border Protection.

According to localcrimenews.com, Faavesi has a history of arrests dating back to 2016, four times for burglary and once for robbery by multiple agencies. Tonga of San Mateo also has an arrest record dating to 2015 including for multiple DUI’s and receiving stolen property – motor vehicle. Topou of Oakland has a history of arrests also dating to 2015 including for burglary, robbery, battery with serious bodily injury and gun charges. Vehikite of San Ramon has at least two previous arrests in 2021 including for drug and ammunition charges.

Juvenile survivor of human trafficking recovered, two suspects arrested

Multi-agency Operation Cross Country conducts three efforts, investigating four other cases

Law enforcement partners with the Contra Costa Human Trafficking Task Force arrested two suspected human traffickers and recovered one juvenile victim in a nationwide effort to apprehend human traffickers and provide services to victims.

As part of Operation Cross Country, task force partners and local FBI personnel jointly conducted three separate anti-human trafficking operations throughout Contra Costa County from July 19th through 30th, 2023. These joint efforts led to the arrest of a 33-year-old male resident of Sacramento and a 24-year-old male resident of Oakland, and the identification of nine survivors of human trafficking – including one juvenile. Additionally, the FBI and task force partners are still investigating four other cases in Contra Costa County. All victims identified through these operations met with specialized human trafficking victim advocates immediately upon contact and were offered a range of services and support.

“These outcomes demonstrate the positive results that can be achieved from collaboration between law enforcement and community partners to address the harm caused by human trafficking and deliver justice to victims,” noted District Attorney Diana Becton.

The suspects were arrested or cited on one or more of the following human trafficking or human trafficking-related offenses: sex trafficking of a minor, supervising, aiding, or recruiting a prostitute, and violating a protective order [PC236.1(c), PC653.23, and PC166(a4]. The ongoing investigations in these cases center on these charges as well as pimping, pandering, and adult trafficking [PC266h, PC266i, and PC236.1(b)].

Task Force Co-chair and Executive Director of Community Violence Solutions, Cynthia Peterson, highlighted that “the partnership among Contra Costa’s task force members in combatting human trafficking ensures a coordinated, trauma-informed response focused on our shared goals of empowering and providing comprehensive services and support to victims.”

The Contra Costa Human Trafficking Task Force is co-led by the Contra Costa County District Attorney’s Office and Community Violence Solutions, a community-based 24-hour service provider for survivors of sexual assault and human trafficking.

Founded in 2018, the Task Force envisions a community free of human trafficking where survivors thrive. It aims to achieve this by encouraging self-sufficiency and empowerment through the provision of survivor-centered, culturally responsive advocacy and services; striving for exploiter accountability through prosecution, education, civil remedies, and restorative practices; educating task force members and the community; and harnessing data to guide these efforts.

Unlicensed driver arrested for meth during Concord traffic stop

Last week, CPD Patrol Officers made an enforcement stop on a car for vehicle code violations. During the stop, the driver was found to be unlicensed and…. had a narcotic smoking pipe on him! Additionally, he also had prior arrests for narcotic sales offenses.

Patrol Officers searched the vehicle and found nearly a quarter of a pound of methamphetamine! The evidence pointed to narcotic possession for sales.

He was arrested for possession and transportation of a controlled substance for sales, along with other offenses.

CPD is dedicated to keeping the streets safe for our community.

Two from Antioch arrested for shoplifting in Brentwood

On Wednesday, July 26, 2023, around 1:00 PM, Brentwood officers were dispatched to the Streets of Brentwood for a theft from The Children’s Place in The Streets of Brentwood that just occurred.

On their way to the call, a Brentwood officer located the vehicle as it was attempting to flee and contacted the two suspects, identified as 30-year-old Paulosha Glasper (DOB 08-17-92) and 25-year-old Amoni Ponnellfontain both of Antioch.

Interestingly enough, the officer who pulled them over recognized one of them from a previous theft report he took at the Streets of Brentwood.

Officers recovered approximately $2,200 worth of stolen merchandise. Glasper who is on felony probation for theft, also had a warrant for burglary.

All of the property was returned to the stores, and Glasper and Ponnellfountain were placed under arrest for organized retail theft, and other charges. They were both transported to the Martinez Detention Facility for booking.

According to the Contra Costa County Sheriff’s Office, Glasper was still in custody on July 31 at the West County Detention Center and expected to be released on Aug. 2. According to localcrimenews.com she has a history of arrests dating back to 2017 by multiple agencies for crimes including grand theft, DUI and shoplifting.

Three men arrested in Oakley for attempted stolen vehicle

Public advisory on keeping your vehicle safe

On July 25, 2023 at 6:10PM Oakley Police officers were dispatched to the 200 block of Yellow Rose Circle for an attempted vehicle theft that had just occurred. The victim of the case interrupted the theft and the suspects fled the area. The victim followed the suspects and called us to provide details on what had happened and to update us on the whereabouts of the suspects. Our officers made contact with the suspects and stopped them. It was determined the suspects broke a window of the victim vehicle, which happened to be a Jeep equipped with a 6.4-liter engine. Also, in the suspects’ possession were blank, programmable Dodge key fobs.

There is currently a widespread problem, extending well outside of the Bay Area, involving Dodge/Jeep/RAM products that are primarily equipped with 6.4-liter engines. These products have become highly sought after by thieves for the purposes of using them in exhibition of speed events such as sideshows and these stolen vehicles have been known to be used to commit other crimes and they have often been documented to be involved in police pursuits.

A typical theft involves the suspects breaking a window to gain entry into the vehicle. The suspects then manipulate the vehicle into neutral so they can push it down the road a little ways. The thieves are equipped with a smart phone or tablet that allows them to tap into the onboard diagnostic electronics of the vehicle and they are able to manipulate the vehicle into starting up and driving away without the use of the actual electronic key that was supplied with the vehicle. Once the vehicle is in possession of the thieves they can program actual electronic keys to the vehicle and those keys can then be used just like the key that was supplied with the vehicle.

“I would normally not put such specific information out regarding the tactics and tools thieves use to steal because I do not want to be part of the “criminal education program”. This issue however, has become such a problem that I want potential victims to be aware of how vulnerable they are to this type of a theft. I encourage people with these types of vehicles to safeguard their vehicles by doing any one (or more) of the following:

  • Park in the garage
  • Equip your vehicle with battery disconnect devices (kill switch)
  • Use prominently displayed steering wheel locks
  • Use brake locks
  • If possible use another vehicle to block the preferred vehicle in place
  • Equip your home with legitimate security light/camera systems
  • Place hidden GPS devices in your vehicles (Apple air tags)

I am identifying the suspects in this case as Anthony Parson (21, of Oakley), Kyle Michael LaCosta Schmidt (20, born 1/20/2003 of Brentwood) and Brian Wayne Ray (20, of Antioch). All three suspects were booked into jail for this offense. Our investigators and the members of our Special Services Team are investigating this trio to see if their involvement goes into the much larger theft ring of these preferred vehicles, which again includes all 6.4-liter equipped Dodge/Jeep/RAM vehicles.

According to localcrimenews.com, Parson was also arrested by Contra Costa CHP on May 27, 2023 for DUI with Blood Alcohol Conent above. 08

According to the Contra Costa County Sheriff’s Office, LaCosta is 6’2”, Hispanic and was still in custody on Wednesday, being held on $20,000 bail. According to localcrimenews.com, LaCosta Schmidt was also arrested by Concord PD on May 29, 2021 for reckless driving.

According to the Contra Costa Sheriff’s Office, Ray is White and bonded out of custody Wednesday night, July 26 at 10:43 p.m.

I will update the community on this issue if any developments occur. I know hard working residents buy their Chargers, Challengers, Hellcats, Scat Packs, Jeeps and RAMs to enjoy and use. I do not want your daily lives interrupted by criminal activity, I want you to continue to enjoy your vehicles so please take extra security measures as we work to determine the depth of this crime ring and work to bring it to an end. I highly encourage owners of these types of vehicles to contact their Dodge/Jeep/RAM dealer to get a RF Hub Module Software Update. I am informed this is the best factory preventative measure, for this problem, currently available.

Four arrested on gun charges during two traffic stops in Brentwood

Two men from Martinez, Oakley with histories of arrests, two women from Pittsburg, Brentwood; busy week for one officer

Last week, a Brentwood officer was patrolling the area of Brentwood Blvd and Beverly Place and did a car stop on a vehicle for tinted windows.

The officer contacted the driver, 41-year-old James Charles Blevins of Martinez, and two additional occupants, 32-year-old Taylor Berdett Michelson of Oakley and 29-year-old Alexandra Angelina Wehr of Pittsburg. Blevins told the officer he did not have a driver’s license and was also on probation.

After the occupants were detained, a loaded “ghost” gun and ammunition were found inside the car. Blevins and Michelson, who had prior felony convictions, were arrested, along with Wehr, for gun-related charges. All three were transported to the Martinez Detention Facility.

A few days later, the same officer responded to the areas of Oak Street and First Street for a welfare check and arrested 35-year-old Kenya Elizabeth Orochena of Brentwood, for possession of a loaded gun.

According to the Contra Costa County Sheriff’s Office, as of Tuesday, July 25, Blevins was out of custody, released by court order. According to localcrimenews.com this is his second arrest this year. He has a history of arrests dating back to 2016 by multiple agencies including several times for grand theft, vehicle theft, drug possession, burglary and drunk driving.

According to the Sheriff’s Office, Michelson was still in custody as of Friday, July 21. He, too, has a history of arrests since 2013 according to localcrimenews.com by multiple agencies for crimes including possessing a stolen ID with intent to defraud, drug possession, vehicle theft, and gun charges including carrying a loaded firearm on person or in vehicle while in a public place. This is Michelson’s third arrest this year.

According to the Sheriff’s Office, as of Tuesday, July 25, Wehr was out of custody and no charges have been filed.

No other information about Orochena could be found.

A busy week for one officer – and a reflection of the hard work of all Brentwood officers.

Police seek suspect in Concord strong arm robbery of woman removing child from car seat

On Friday, July 21st at approximately 3:00 pm, Concord Police Department received a report of a strong-arm robbery that just occurred in the 1700 block of Willow Pass Road at Park ‘N’ Shop. The victim was getting her child out of the rear car seat of her vehicle when the suspect attempted to grab her purse. The victim and the suspect struggled over the purse, but the suspect was able to get away after punching the victim. The victim sustained minor injury as a result. The suspect got into a black SUV and drove off toward the freeway on Willow Pass Road. The suspect was described as a black male with a thin build, wearing a mask.

As this is an ongoing investigation, no other information is being released at this time. Suspect in stolen car arrested for San Pablo carjacking at knifepoint

SPPD Officers received a call early Sunday morning, July 23, 2023, regarding a carjacking. The victim was held at knifepoint and ordered the victim to give him the car.

SPPD Officers were able to quickly obtain suspect and vehicle information from the victim. It didn’t take long before officers located the vehicle parked at a nearby apartment complex.

Officers were able to successfully deploy spike strips to stop the vehicle. The driver was arrested and transported to jail.

Brentwood woman arrested following husband’s stabbing death

On Tuesday, July 25th, 2023 around 10:15a.m., Brentwood officers responded to the 300 block of MacArthur Way for a welfare check for an adult male and adult female at a residence.

When officers arrived they made contact at the residence with an adult female, and there was evidence indicating a potential violent crime had just occurred. Officers quickly detained the female and upon searching the residence located a deceased adult male who had sustained several stab wounds. There were no other victims inside the residence or on scene.

The female suspect and male victim are in a marital relationship and live at the residence. We are not releasing the names at this time until next of kin has been notified.

The female is in police custody and there is no known threat to public safety. This appears to be an isolated incident.

Brentwood: Burglary in progress leads to arrests of three including Brentwood, Antioch teens

Two out of custody with no charges filed; Antioch teen’s father of same name has history of arrests from 2014 to 2023

On Wednesday afternoon, July 19, 2023, Brentwood Police officers were called to a residence located at the 700 block of Allbrook Court for a burglary in progress. When officers arrived to the residence the suspects fled.

With the help of a citizen witness, officers were able to successfully locate the suspects, identified as 18-year-old Keoni Mikala Temple, Jr. of Antioch, 19-year-old Rashad Lewis of Brentwood, and a 16-year-old juvenile. All three were placed under arrest for burglary.

According to the Contra Costa Sheriff’s Office, as of Friday, July 21, both Temple and Lewis were out of custody with no charges filed.

According to localcrimenews.com, Temple’s father, Keoni Mikala Temple, Sr. has a history of arrests dating back to 2014 including three arrests in March of this year.
